Summary:

The Construction Manager oversees and directs construction projects from conception to completion.

Essential Duties and Responsibilities:

* Responsible for providing construction oversight/support and working with Operations Engineering staff, Area operations staff, Division E&C Engineers and Project Managers, 3rd Party engineering firms and contractors to assist in project design, estimating, and scheduling.

* Assist operations engineers and project managers with the development of project scopes of work to assure operational fit and constructability through on-site field investigations, planning and meetings with appropriate parties.

* Review all IFR and IFB drawings and provide comments back based on experience and lessons learned.

* Define level of testing services required to compliance with applicable ET standard and or appropriate ANSI standard (B31.3, B31.8 or B31.4): secure and coordinate appropriate testing services for the duration of project to ensure quality of construction; ensure proper quality control and ensure "Test Op" capable where required by ET standards.

* Establish construction team and provide leadership by clearly defining construction team objectives and member roles including:

a. Define level of inspection services required; secure appropriate inspectors, and coordinate inspection activities for the duration of the project to ensure quality of construction.

b. Review and make comments on inspector daily reports to ensure accuracy of reports.

c. Review and approve inspector time sheets.

d. Conduct quarterly inspector evaluations and submit to director of engineering.

e. Monitor team member performance and initiate corrective actions and recommendations, as appropriate.

f. Ensures all Inspectors provide the proper oversight as it relates to the safety and environmental requirements on the project with focus on prioritizing critical work oversight.

* Maintain and submit proper documentation to regulators.

* Proper and timely notification to regulators for work that is regulated by PHMSA, RR Commission, EPA, ETC...

* Audit contract companies to insure proper OQ qualifications for persons performing PHMSA regulated work.

* Assist in developing construction contract award documentation.

* Assist with timely execution of construction contract and issue Notice to Proceed to Contractor.

* Ensure timely responses on submittals to / from Contractor and proper logging and tracking of submittals.

* Assist Project Manager with negotiating contract changes with Contractor to ensure timely responses to change issues and Change Order development and ensure proper supporting documentation from Contractor.

* Manage, coordinate, and direct the daily activities of contract construction personnel for projects conducted by the Operations Engineering Group and/or E&C Group as assigned.

* Arrange and conduct weekly construction meetings; ensure meeting minutes are properly prepared, recorded, and issued.

* Responsible for maintaining the construction schedule and provide comments to Project Manager and Contractor, as appropriate; monitor and document construction progress; initiate remedial actions, as required; and ensure submittal(s) by Contractor of updated and recovery schedules as changes occur to ensure schedule remains in compliance with overall project goals.

* Additional responsibilities include coordination of work to ensure compliance with company standards, specifications, job safety, environmental permits, right of way clearances.

* Develop and submit weekly written reports to the project manager and director of construction for progress reporting on each project they are assigned to.

* Review and approve contractor time sheets for T&M work.

* Write Job Plans and assist Operations with submitting Down Time Requests.

* Monitor, review, and recommend approval of progress payment requests submitted by Project Manager and ensure timely processing.

* Conduct thorough reviews of assigned project documentation for deficiencies and prepare accurate completion packages for final submittal.

* Participate in Hazop and LOPAs.

* Conduct final inspection and establish final punch list.

* Responsible for completion of all punch list items.

* Responsible for all commissioning and start up plans.

* Responsible for all commissioning checklists.

* Provide and participate in Lessons Learned from project.

* Candidate may also be assigned project management responsibilities, as required, to support specified Division and Area projects.

* As needed, additional functions may be assigned to meet company's business needs.

Requirements:

Education and/or Experience, Knowledge, Skills & Abilities:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements for this position are listed below:

* Bachelor's degree or equivalent experience and demonstrated equivalent competency.

* 8+ years of construction management experience

* Candidate must possess effective written & verbal communication skills, as well as interpersonal skills and a willingness to work in a collaborative environment.

* Candidate must be a self-starter, have good organizational skills and be able to accept constantly changing priorities.

* Candidate must possess a strong understanding of Engineered Drawings and be able to interpret drawing details for constructability and deficiency.

* Candidate must have a basic working knowledge and some experience with Microsoft Word, Excel and drafting programs (i.e., CAD, NavisWorks, Blue Beam, etc.)

* Willingness to work in an environment where compensation is tied to performance and skill level.

* Incumbent is required to carry a cell phone and is subject to call out 24 hours a day at any time for emergency response, 7 days a week and extended workdays and/or workweeks.

* Candidate must be willing to work some holidays, as necessary, to support projects.

* Candidate must have proven safe driving record and valid driver's license.

Preferred Qualifications:

Education and/or Experience, Knowledge, Skills & Abilities:

* Extensive knowledge of Microsoft Word, Excel and Power Point is preferred.

* Certifications in your Management designation (i.e., CWI, NACE, API 653, etc.).

* Experience in detailed work planning and scheduling.

* A general understanding of all designations (Environmental, Civil, Mechanical and Electrical) of projects is preferred.

* Familiarity with WebEx, Zoom, GoToMeeting, and other virtual meeting applications.

Working Conditions:

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.

* Job duties are performed outside in all types of inclement weather.

* Occasional overnight travel may be required.

* Occasional visits to industrial/manufacturing settings which may include hazardous materials and chemicals, as well as extreme temperature conditions and loud machinery, and require appropriate personal protective equipment.
