Brief Summary of Work for this Position
Reporting to the Director of Parking & Transportation, the Parking & Transportation Manager oversees the parking and transportation program on the UNCW campus and associated sites. This includes parking enforcement activities and services, surface lots, and parking decks. This position is responsible for the daily operations of the University's parking system consisting of approximately 9500 parking spaces, 100 parking areas, two parking structures (with 1000 spaces each), and 44 parking permit types. This position also manages transportation and alternative transportation operations and sustainable initiatives. This includes management of contracted as well as self-operated shuttles, motor vehicle, bicycle, skateboards, and pedestrian travel throughout the university with the long-term goal of reducing the carbon footprint and accommodating alternative forms of transportation. This position assists leadership with new developments for vehicle parking, including both faculty/staff and student carpool parking, shuttle bus routes, bicycles, bike rack locations, bike share stations, car-sharing spaces, etc., to support the planning process and assist in the development of transportation plans.
Minimum Education and Experience Requirements
Bachelor's degree and one year of experience related to the area of assignment; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
Preferred Education, Knowledge, Skills & Experience

  • Prior experience in a campus environment
  • 3 years of supervisory experience in a parking enforcement or closely related field
  • Strong working knowledge of Microsoft Office Suite
  • Experience managing a campus environment parking program
  • Experience regarding maintenance of parking lots, crosswalks, decks, etc.
  • Experience with T2 Flex software, LPR, and virtual permitting and enforcement environment
  • Experience managing a campus environment transportation/alternate transportation/micro mobility program
  • Experience managing a fleet of enforcement/transportation vehicles
  • Experience managing and processing parking and transportation needs for minor/major campus events
  • Proven expertise in current and evolving technologies and the ability to quickly adapt to new high-tech equipment as it becomes available on campus
  • Proven expertise in customer service excellence


Required Certifications or Licensures
Valid North Carolina Driver License.
Primary Purpose of Organizational Unit
The mission of the Department of Auxiliary Services is to provide quality goods and services to the University at a fair and reasonable price. These services are designed to support the educational mission of the University and enhance the efforts of members of the University community. The Parking and Transportation Program is a fee-for-service program that has a major impact on visitor impressions of the university and a significant impact on student, faculty, and staff impressions of the workplace as a friendly, pleasant environment and an indirect impact on their productivity.

The Program must be customer-focused. The Program must seek ways to park cars while minimizing the visual impact efficiently; handle special events in the most efficient manner; reduce traffic on campus; allocate parking fairly; and enforce parking regulations fairly.

The Parking and Transportation Program administers all phases of parking operations, including special event parking; permit registration and distribution; parking allocations to user groups; visitor parking; mobile payment operations; enforcement, petitions, and appeals; and recording/collections of fees and fines. The Parking and Transportation Program encourages and plans for transportation alternatives to single occupancy vehicles with carpooling incentives, shuttle services, and an infrastructure supportive of pedestrians and cyclists.

The Parking and Transportation Program provides the data and impact analysis to be used in planning physical plant improvements, such as surface lots, parking decks, sidewalks, bike racks, and bike lanes and paths.
