Job Description:

Responsibilities

The Evaluation Specialist IV will lead evaluation and performance measurement activities for the New York State Comprehensive Cancer Control Program and oversee the development of evaluation, performance measurement, surveillance, and dissemination activities for a variety of cancer prevention and control initiatives. Responsibilities include leading the development and implementation of evaluation and performance measurement plans for cancer prevention and control program interventions and the state cancer prevention and control partnership's strategic plan; coordinating with internal and external partners to develop process and outcome measures and data collection procedures; analyzing program and public surveillance data to inform and monitor program efforts; developing dissemination materials to communicate findings from evaluation and surveillance activities and promote key messages related to cancer prevention and control and alcohol surveillance and epidemiology efforts; coordinating the development of evaluation deliverables that meet funding requirements; participating in meetings and workgroups with varied internal and external stakeholders and providing technical expertise on evaluation and surveillance related matters; and performing other duties as assigned.

The Bureau of Chronic Disease Evaluation and Research (BCDER) conducts population health surveillance, program evaluation and performance measurement for Division of Chronic Disease Prevention programs and others throughout the Department of Health. Health Research, Inc. is seeking an Evaluation Specialist IV, to work within the Bureau of Chronic Disease Evaluation and Research, to lead evaluation, surveillance, and performance measurement activities for the Department's Comprehensive Cancer Control Program and to support the NYS Alcohol Surveillance and Epidemiology Program. This position will work closely with internal program partners and external partners and oversee evaluation, surveillance, performance measurement and reporting requirements for a variety of cancer prevention and control program interventions. This position will ensure principles of health equity are applied to all surveillance, evaluation, and performance measurement activities.

Minimum Qualifications

Bachelor's degree in a related field and four years of experience in the evaluation and/or analysis of health, human services or related programs and/or fields; OR an Associate's degree in a related field and six years of such experience; OR eight years of such experience. A Master's degree in a related field may substitute for one year of such experience.

Preferred Qualifications

Master's degree in public health, epidemiology, social and behavioral sciences, or a related field; at least two years of experience with SAS or similar programming experience; experience with grant reporting; strong data management and analysis experience; experience with data visualization; advanced knowledge of Microsoft Office; experience public speaking and dissemination. Experience in cancer evaluation and performance measurement. Experience or understanding of social determinants of health and principles of health equity.

Conditions of Employment

Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.

Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.

Travel, up to 25% of the time, will be required.

This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting will be available.
