Compensation Grade: P27Compensation Details: Minimum: $102,003.00 - Maximum: $102,003.00 AnnuallyDepartment (OHEHR) AI - AIDS InstituteJob Description: Responsibilities The AIDS Program Manager I (APM I) will be in the Bureau of HIV Ambulatory Care Services (BHACS) within the Division of HIV and Hepatitis Health Care (DHHHC), AIDS Institute (AI). The AIDS Program Manager I will ensure successful operation of the Family and Youth Services (FAYS) funded initiatives funded through the Bureau of HIV Ambulatory Care Services for contractual services provided in Article 28 clinical health care settings to adolescents and young adults, women, transgender, and gender non-conforming/non-binary (TGNC) individuals, and young men who have sex with men (YMSM), living with or at increased risk of acquiring HIV. With the support of the Director, Bureau of HIV Ambulatory Care Services, the APM I will lead and manage the overall programming, and policy formation of FAYS Initiatives and staff. The incumbent will possess expertise that drives the formation of policy; and optimizes program planning, design, and implementation; contractor standards; evaluation and quality improvement activities. Duties will include the supervision and development of staff, and monitoring of bureau contracts to assure optimal compliance in the delivery of services in accordance with established standards and protocols, Ending the Epidemic (ETE), and AIDS Institute priorities. Other appropriated related duties as assigned. Minimum Qualifications A Bachelor's degree in a related field and five years of experience in the management of a relevant program in a public health, health/human services, health regulatory program or community-based services organization; OR an Associate's degree in a related field and seven years of such experience; OR nine years of such experience. The years of experience must have included policy formulation, program planning, design, implementation, evaluation, and/or allocation of resources. At least three years of experience must have included supervision of staff. A Master's degree in a related field may substitute for one year of experience. Preferred Qualifications At least three years of experience in the management of programs specifically designed to address the complex needs of adolescents and young adults, women, transgender, and gender non-conforming/non-binary (TGNC) individuals, and young men who have sex with men who are living with or at increased risk of acquiring HIV. At least five years of State or Federal level contract management experience. At least five years of experience supervising staff. Conditions of Employment Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required. Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position. Travel, up to 25% of the time, will be required. This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting will be available. This position may require occasional work on weekends, after-hours, and holidays. HRI participates in the E-Verify Program.
