REQUIREMENTS AND PREFERENCES

The Broward County Board of County Commissioners is seeking qualified candidates for Airport Operations Agent, Senior.
This job announcement will remain open until a sufficient number of applications are received.

**MUST BE ABLE TO WORK NIGHTS, HOLIDAYS AND WEEKENDS**

The Aviation Department which operates the Fort Lauderdale-Hollywood International Airport and the North Perry Airport is seeking qualified applicants for the position of Airport Operations Agent, Senior at North Perry Airport. This position is responsible for maintaining awareness of Airport operational conditions and responds to the needs of the Airport users to ensure the expeditious transition of public movement. Duties include working rotating shifts and assignments, including nights, holidays and weekends.

Minimum Education and Experience Requirements
Requires an Associate's degree from an accredited college or university with major coursework in airport management, aeronautical science or closely related field.
(One year of relevant experience may be substituted for each year of required education.)

Requires three (3) years experience in airport operations or closely related experience.

Special Certifications and Licenses
  • Possess and maintain a Florida E Class Driver's License with authority to drive a county vehicle for the duration of appointment.
  • Must be able to obtain/maintain Airport security & customs badging.
  • Must be able to obtain/maintain Airfield driving privileges Movement & Non-Movement.
Preferences
Bachelor's degree in aviation management or related field.

DUTIES AND RESPONSIBILITIES

The functions listed below are those that represent the majority of the time spent working in this class.

  • Acts as lead-worker, maintains awareness of and evaluates operational conditions and responds to the needs of the airport users to ensure the expeditious transition of public movement.
  • Assists in the updating of appropriate manuals, plans and policies to ensure a safe and secure environment in compliance with established airport policies and procedures and FAA and FDOT regulatory requirements.
  • Ensures the proper control of persons and vehicles in restricted access areas of the airport.
  • Ensures that inspections and monitoring of airport areas for housekeeping, aesthetics, safety, security and general conditions are carried out and appropriate actions are taken.
  • Supports VIP operations such as presidential and vice-presidential arrivals and departures, escorts foreign and domestic dignitaries.
  • Analyzes chronological event records of all routine and emergency operations using statistical data, pertaining to safety, security, and various operational activities.
  • Coordinates the work of employees engaged in the day-to-day monitoring and coordination of operations at North Perry Airport to ensure compliance with established rules, regulations, policies and procedures and contractual tenant leasehold requirements. Issues notices of violations and/or citations for non-compliance with airport rules and regulations, Chapter 2, 8 and 22 of the Broward County Code of Ordinances.
  • Coordinates initial response to airport emergencies as an integral component of the "Incident Command" structure, and interacts with command level personnel of responding police, fire and federal agencies to ensure proper handling of county responsibilities.
  • Oversees the collection, recording and dissemination of information on airport operational conditions, status of construction in progress, and other pertinent airport activities.
  • Coordinates and conducts related training for all airport employees and stakeholders requiring access to secure areas and movement areas of the airport complex.
  • Interprets specialized reports for operations and audit purposes.
  • Ability to drive on the movement and non-movement areas of the airfield.
  • Operates and maintains (as operator) county-owned vehicles, including 4-wheel drive, in an airport environment including responding to emergency situations.

Management may assign additional functions related to the type of work of the job as necessary.

Ensures that inspections and monitoring of airport areas for housekeeping, aesthetics, safety, security, and federal compliance are carried out and appropriate actions are taken.

Enforces security regulations on and around the airport; responding to alarms, investigating suspicious activity, and patrol of perimeter fence lines; coordinates initial response to airport emergencies and interacts with command level; responds to other emergencies such as aircraft alerts, fuel spills, and terminal evacuations.

Performs inspections/audits of security measure; challenges the security measures to ensure effectiveness; assesses vulnerabilities of existing security measures and writes formal reports on improvements; performs queries on a variety of security issues; provides formal reports representing these queries.

Creates airport specific safety plans and airport emergency preparedness manuals to prepare staff for airport emergency and safety regulations compliance.

Maintains working knowledge of and compliance with Federal Security Directives governing required and acceptable identification and employment eligibility documents with the purpose of issuing Fort Lauderdale/Hollywood International Airport (FLL) media.

Inspects and evaluates intricate international legal documents (U.S. and other national passports, visas, I-551 stamps, I-94 cards, U.S. Permanent Residency Cards, drivers licenses, etc.) in terms of accuracy, validity, and U.S. employment eligibility.

Resolves complex legal documentation irregularities or inconsistencies in compliance with Federal Security Directives governing airports, aviation, and the issuance of FLL media.

Spearheads enhancement and implementation of security technology, creation and modification of policies, procedures, and post orders.

Maintains current working knowledge of and compliance with Department of Homeland Security (DHS)/Transportation Security Administration (TSA) legal guidance on Criminal History Record Checks (CHRC) and Security Threat Assessments (STA).

Through public speaking and presentations, informs tenants and airline operators of new security measures or corrections in deficiencies; provides travelers with ways to protect themselves from criminal activities.

Acts as airport coordinator during airport emergencies such as crashes, incidents, aircraft or structure fires, evacuations of the terminals.

Interprets Advisory Circulars issued by the Federal Aviation Administration and specialized reports for operational and audit purposes.

Operates and maintains Broward County owned vehicles in an airport environment including responding to emergency situations and Airport Operations Area.

Participates in meetings with internal and external airport personnel to facilitate airfield work orders, weekly progress meetings, and construction progress meetings.

Performs related work as assigned.
