We are actively looking for a Civil/Site Engineer/Manager with Water Resources experience to join our Baltimore office. The successful candidate will manage the conception, design, operation, permitting, construction and maintenance in a wide variety of infrastructure projects, for both the public and private sector, including port terminals, waterfront infrastructure, stormwater management, ecosystem restoration, renewable energy developments, etc.

Duties and responsibilities:

  • Leads and manages construction projects by preparing engineering design documents, confirming specifications, and schedules
  • Prepares evaluations of existing storm drain systems and develops hydraulic/hydrologic (H&H) models for flood mitigation alternatives
  • Creates feasibility study by analyzing engineering design, conducting environmental impact studies, and assembling data
  • Reviews proposed development projects for potential environmental permitting impacts
  • Prepares permit application packages for submission to Maryland Department of the Environment, US Army Corps of Engineers, Chesapeake Bay Critical Area Commission and Joint Federal/State Evaluation Committee
  • Prepares engineering design by collecting and studying reports, maps, drawings, aerial photographs, and tests on soil composition, terrain, hydrological characteristics, and related topographical and geologic data
  • Determines project costs by calculating labor, material, and related costs
  • Manages subconsultants in the development of engineering evaluations and designs
  • Confirms adherence to construction specifications and safety standards by monitoring project progress, inspecting construction site, and verifying calculations and placements
  • Interfaces with clients by providing engineering information, answering questions and requests
  • Complies with federal, state, and local legal requirements by studying existing and new legislation; anticipating future legislation; enforcing adherence to requirements; and advising management on needed actions
  • Adheres to Moffatt & Nichol Quality Management System

Qualifications:

  • Bachelor's or Master's in Civil Engineering from an accredited university degree program
  • Professional Engineer licensure in Maryland or the ability to obtain via reciprocity within 6 months of hire
  • 10 to 20 years of experience in site/civil engineering design including grading, drainage, hydraulics and hydrology, stormwater, erosion sediment control, waterfront development, and environmental permitting
  • Minimum of 5 years of project management experience with competence in managing projects, budgets, proposal writing, and coordination with clients
  • Competence in general civil engineering design is required including roadway, paving, grading, drainage, hydraulics and hydrology water, and sanitary sewer
  • Proficiency with AutoCAD, Civil 3D, Microsoft Word and Excel required
  • Desired proficiency with XPSWMM, Hydraulic Modeling Systems (HEC), USDA Technical Releases (TR), MicroStation products
  • Possession of or eligibility to obtain a Transportation Workers Identification Credential (TWIC)
  • All new hires will be required to successfully complete and pass a pre-employment (post offer) background check in compliance with NIST 800-171

Physical demands:

Work is generally performed in an office or client office setting. Ability to use standard office equipment is required. Travel not required but visits to nearby worksites and meetings with clients may be necessary depending on the project.
