The Contract Administration and Compliance Team is responsible for driving contract administration and compliance activities for key federal, state, and local government contracts, such as the GSA and FEDLINK supply schedules and State/Local Master Statewide Agreements (MSAs). The Senior Contract Specialist will provide contract administration and compliance support for strategic Federal and State Government contracts across multiple TR business segments.

About the Role
In this opportunity as a Senior Contract Specialist, you will be responsible for the following:

  • Perform contract administration and compliance functions such as reporting and fee payments, including Federal Government industrial funding fees, State Master Service Agreement (MSA) fees, and CPARS records. Responsible for information accuracy and investigating data abnormalities.
  • Support Government Compliance team activities, including trainings and responding to compliance inquiries from internal stakeholders, and assisting with updating the Government Contracts Compliance Policy and related FAQs.
  • Key driver for annual updates to large federal contracts (GSA, FEDLINK). Maintain updated Federal product/pricing documents on TR's Federal ordering website.
  • Conduct established sales audits for compliance with government-related contract terms.
  • Coordinate contract modification activities to add, delete, or modify products/pricing for assigned federal contract(s).
  • Assist with research and implementation of General Services Administration (GSA) Multiple Award Schedule contract consolidation initiative.
  • Coordinate with Legal on contract-related terms and conditions for new strategic Federal and State contracts and opportunities. Assist in identifying exceptions.
  • Evaluate Segment promotions for compliance with federal contract requisites.
  • Support Segment efforts to add new products to Federal Supply Schedules and Master Statewide Agreements, providing that Thomson Reuters can maintain compliance with contractual requirements.
  • Collaborate heavily with key internal business partners (e.g., sales organization, finance, legal counsel).
  • Investigative and problem-solving skills and the ability to identify workflow process improvements and efficiencies.
  • Maintain accurate records and files related to each contract.
  • Maintain, update, and enhance internal process documents for administering key government contracts.
  • Contribute to ongoing development of best practices and streamlining of processes and tools.
  • Use initiative and independent judgement within established procedural guidelines.
  • Lead contract administration and compliance projects and initiatives, working closely with the Manager of Contract Administration and Compliance, and key internal partners.
  • Mentor and coach less-experienced Contract Administration and Compliance Specialist(s).
  • Lead and/or assist with miscellaneous projects as assigned, including process improvements, ad hoc reports, or any specific needs for the department.

About You
You're a fit for the role of Senior Contract Specialist if your background includes:

  • Juris Doctorate degree from an accredited college and a minimum of 1 year of relevant business experience in contract management, or
  • Bachelor's degree from an accredited college and a minimum of 5 years of relevant business experience working in a contracting or compliance role.
  • Existing knowledge and experience with Government (GSA, FEDLINK, State, Local) contract administration processes and compliance activities.
  • Hands-on experience supporting Government (Federal, State, Local) sales in any capacity.
  • Excellent written and verbal English communication skills.
  • Exceptional organizational skills.
  • Ability to maintain strong working relationships with internal and external business customers.
  • Strong attention to detail, including follow-up and final resolution skills.
  • Strong understanding of FAR/DFARS.
  • Analytical and problem solving/troubleshooting skills.
  • Strong technical aptitude and analytical skills; ability to learn new products/technologies quickly.
  • Demonstrated proficiency of Microsoft Office components (Office, Excel, PPT, Word, Teams).
  • Ability to communicate effectively with contracting and procurement counterparts with U.S. Federal and State government customers.

Preferred Skills

  • Bar License
  • Membership and certification in a professional association such as the National Contract Management Association (NCMA)
  • Knowledge of Thomson Reuters products
  • Working knowledge of ERP Systems, especially SAP
  • Experience with an electronic contract management system (e.g., SharePoint)
