Position Summary:
Under the direction
of the Director, Long Range Planning, the Associate Planner, Subregional Support,
will administer the Subregional Transportation Planning (STP) Program, and
support the Principal Planner, Subregional Planning Studies, in the ongoing
operations of the Subregional Studies Program (SSP). The incumbent will work
closely with the NJTPA member subregions, NJDOT, NJ TRANSIT, and other
stakeholders, and will coordinate closely with Finance and Administration and
other functional divisions within the NJTPA.

The STP Program is
a federally funded pass-through program that supports the NJTPA's fifteen
subregions (thirteen counties and the cities of Newark and Jersey City) in
their activities that support the NJTPA regional transportation planning
process. The SSP provides federal funding to support local planning studies in

Additionally, the
incumbent will, as requested, conduct and collaborate on a variety of planning
efforts to advance NJTPA's regional planning agenda to address priorities
identified in the federally mandated Long Range Transportation Plan (LRTP).
This includes, but is not limited to, updates to the LRTP, transportation and
land use planning, travel safety, active transportation, multi-modalism,
equity, and environment.

The ideal candidate will have relevant technical knowledge in community
and transportation planning, be highly organized, and be able to excel in a
collaborative environment. This is a hybrid position based in Newark, NJ with
the option to work remotely part of the time.

Essential Functions:
-
Coordinate
the Subregional Transportation Planning (STP) Program, including
preparation of an annual solicitation and subregional work plans,
administrative oversight and guidance, review of subregions' quarterly
progress reports and invoices, and preparation of quarterly reports.
- Support
administrative and technical guidance for aspects of the NJTPA's
Subregional Studies Program (SSP), working closely with the Principal
Planner for Subregional Planning Studies and various NJTPA functional
divisions.
- Manage
or support NJTPA planning studies, conduct analysis, provide input on
draft analysis and other deliverables. Serve on Technical Advisory
Committees for special studies and projects.
- Coordinate
with other divisions within the agency, and externally with partner
agencies and stakeholders.
- Contribute
to the research, analysis and writing for the Long-Range Transportation
Plan and other initiatives.
- Contribute
to the writing and presentation of graphs, data, and maps and make
presentations to Board of Trustees, the subregions, central staff, and the
public as needed.

Perform other duties as assigned.

Prerequisite Qualifications:

Graduation from an accredited college with a bachelor's degree inplanning, public policy, or related field. Two (2) years of applied experience in community planning, transportation planning, public policy, or a related field.
- At the university's discretion, the education and experience prerequisites may be excepted where the candidate can demonstrate to the satisfaction of the university, an equivalent combination of education and experience specifically preparing the candidate for success in the position.

Preferred Qualifications:

Graduation from an accredited college with a master's degree in transportation planning, public policy, or related field.
- Strong analytical skills and the ability to conduct data analysis with large data sets.
- Strong written and verbal communication skills.
- Project management and organizational skills.
