Central City Concern is an innovative nonprofit agency providing comprehensive services to single adults and families in the Portland Metro area who are impacted by homelessness, poverty, and addictions. Location: Blackburn Center, 12121 E Burnside St. Portland, OR 97216 Schedule: Wednesday-Sunday 3:00 PM- 11:30 PM PLEASE INCLUDE RESUME AND COVER LETTER The Blackburn Center is an innovative program that will offer integrated housing, healthcare, and employment services with the long-term goal of eliminating homelessness. We seek to change how these services are delivered to all people, especially vulnerable populations. This position will work as a member of a multi-disciplinary team at the Blackburn Center to deliver comprehensive, person-centered, integrated services to the Portland Eastside community. The Community Associate performs routine building cleaning, upkeep and monitoring of building activities and is an integral member of the property management and supportive housing team. This person is responsible for the upkeep of the residential areas, identifying and reporting resident issues, and maintaining the cohesion and livability of the community. Other key responsibilities include providing assistance to residents, effectively coordinating with other building staff, and identifying issues and opportunities. MINIMUM QUALIFICATIONS:
- Must have High School Diploma or GED or be actively pursuing.
- Previous experience with janitorial and resident service preferred.
- Must be able to read, write, and understand English.
- Must generally have the ability to walk, bend, stoop, kneel, squat, twist, reach, pull and lift heavy objects, and climb stairs with reasonable or no accommodation.
- Must have basic computer skills including Word, Excel, email, and basic file management.
- Must pass a pre-employment drug screen and background check

ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Work as a member of an integrated team between Housing and Supportive Housing as well as with Clinical Operations across the Blackburn Center.
- Maintain a high quality, comfortable, and safe living environment in the Blackburn Center.
- Perform building upkeep, room inventory, room turnover, vacant room preparation tasks, and routine pest control measures.
- Depending on the shift, some Blackburn Residential Community Services positions will be more front desk focused while others are more focused on unit turns and building cleanliness. Staff housing front desk, perform unit turns and/or maintain building cleanliness as determined by scheduled shift and priority.
- Identify pests such as roaches, bed bugs, ants and rodents and report to the Blackburn Center Residential Community Manager.
- Promptly perform follow-up cleaning after pest control treatments, including vacuuming of pests and disposal of bed bug infested property.
- Greet and answer queries from residents and building visitors and provide information and updates to staff.
- Perform regularly assigned tasks including, but not limited to, cleaning and maintaining lobby, hallways, unoccupied offices, bathrooms, elevators, residential rooms, interior and exterior common areas. Clean windows, floors, countertops, appliances, and fixtures. Other cleaning, sweeping, mopping, dusting, vacuuming, washing, disinfecting and polishing.
- Conduct regular and periodic inspections of common areas.
- Report any hazardous conditions or emergency situations to the Blackburn Center Residential Community Manager.
- Promptly serve or distribute tenant notices, bulletins, and rent statements as and when assigned by Property Management and/or Supportive Housing staff.
- Assist new residents to become familiar with the community and available resources.
- Answer and direct telephone calls to appropriate staff, take messages, promptly deliver notices and other documents, and maintain files as and when assigned.
- Maintain daily event logs, delivery logs, incident reports, building rosters, and other reports and forms as necessary to complete job duties.
- Monitor surveillance cameras and overall security of Blackburn Center.
- Collect random and required observed urinalyses as assigned by supportive housing or property management administrative staff.
- Monitor and enforce building visitor policies and procedures.
- Update lobby area with appropriate health and social services related information as and when directed.
- Promptly remove ice and snow as required during inclement weather.
- Inventory, label and store tenant property.
- Report to other sites as directed by supervisor.
- Adhere to safety policies and procedures.
- Work as a member of the Blackburn Center multi-disciplinary team to deliver comprehensive, client centered, and trauma informed integrated services.
- Actively participate in the integration of services at the Blackburn Center and identify new opportunities to improve collaboration between and within service and care teams while carefully following information-sharing guidelines.
- Proactively identify opportunities for improvement within Blackburn Center workflows and logistics. Participate in review of Blackburn Key Performance Indicators; review and contribute to continuous improvement opportunities and plans.
- Build understanding of and appreciation for diversity among Blackburn Center clients and support their connection to culturally responsive and culturally specific services as requested.
- Adhere to all state and federal privacy regulations, including HIPAA and 42 CFR Part 2, and to CCC policies and agreements regarding confidentiality, privacy, and security. Support compliance with all privacy and security requirements pursuant to community partners' and outside providers' patient confidentiality agreements, including privacy and security requirements for EMR access. This includes immediately reporting any breach of protected health information or personal identification information of any person receiving CCC services by CCC or an outside provider to the CCC Compliance Department, as well as to your supervisor or their designee.
- Perform other duties as and when assigned.
