Primary Purpose

Coordinates negotiations and administration for the Gas Acquisition department's contracts related to natural gas, renewable natural gas, Secondary Market Services, financial products, California carbon allowances/offsets, and Low Carbon Fuel Standard (LCFS) credits. Prepares information required for Gas Acquisition operations to be in compliance with the company's internal controls and policies; and CPUC, FERC, SEC, CFTC, CARB, CBP and DOE regulations.

Duties & Responsibilities




  • Negotiates new natural gas purchase/sale, renewable natural gas purchase/sale, SB1440 Contracts, Secondary Market Services, ISDA, Cap and Trade product and LCFS credit sale master contracts as requested by Gas Acquisition trading managers. Coordinates with the Law and Credit Departments to reach agreement on acceptable terms with counterparties.


  • Administers all natural gas purchase/sale, renewable gas purchase/sale, SB1440, secondary market services (park, loan, exchange), interstate transportation, ISDA, Cap and Trade products, LCFS credit sale, and brokerage services contracts, This includes developing amendments and assignments of existing contracts; enforcing force major, credit and non-compliance provisions when necessary; and processing payment instructions, contact and other changes requested by counterparties. Coordinates with the Law Department to ensure compliance as to legal form.
  • Develops monthly and annual analyses and prepares reports for the Gas Cost Incentive Mechanism, including Benchmark calculations and variance analyses.
  • Serves as liaison between users and information system support personnel to resolve system problems and identifies modifications/enhancements necessary as business and operating requirements change.
  • Maintains database for all energy related transactions, including updating pipeline transportation, fuel shrinkage rates, monthly published price indices, NYMEX settlement prices, and supplier information etc. to ensure accuracy of transaction records.
  • Prepares information on Gas Acquisition transactions as required by FERC, ARB, CPUC, SEC, CBP, SOX regulations. This includes information used in preparing the company's Form 10Q, 10K, FERC Forms 2 and 552, Affiliate Compliance reports.
  • Performs other duties as assigned (no more than 5% of duties).

Education



  • Bachelor's Degree Business Administration, Accounting, Finance, Economics, or equivalent training and experience. Required


Experience



  • 2 Experience in business law, internal auditing/controls, and information systems. Required


Knowledge, Skills & Abilities



  • Proficiency in Microsoft Excel and Word required.
  • Strong written communication and reading comprehension skills are required.
  • Knowledge of energy industry and business law is highly desirable.
