In support of our Clean Energy Vision, SMUD is seeking a Distribution Planning Manager to lead a team responsible for the short- and long-term planning of the distribution system. The distribution planning group is responsible for the interconnection of new customers and expansion of the grid to support electrification and vehicle charging efforts. The distribution planning team is responsible for the safe and reliable integration of distributed energy resources (DER) and working with a cross functional team shaping the future of the grid with new technologies and high penetration of DER. The distribution planning manager works closely with many organizations from operations, substation design and maintenance, line design and construction, to ensure the safe reliable design and operation of the electric grid serving more than 650,000 customers.


Purpose

Provides management and accountability for the development of short-term and long-term capacity plans for SMUD's distribution and sub-transmission systems to ensure there is sufficient capacity to serve existing and future electrical demands in a safe, efficient and reliable manner. Manages the distribution and sub-transmission system planning process from engineering assessment of current system performance, forecast of future demands on the system, identification of system needs and alternative solutions, to the development of a cost effective five-year system capacity plan that achieves SMUD's strategic objectives.

Nature and Scope

Develops, implements, and manages work area goals, objectives, policies and priorities in partnership with senior leadership; ensures that strategic objectives and priorities are achieved by directing and managing staff and through collaborative efforts throughout the organization.

Duties and Responsibilities

  • Provides management and accountability to ensure that SMUD has effectively planned for distribution and sub-transmission system expansion in a manner consistent with SMUD's strategic goals using specialized technical and professional electrical engineering expertise in distribution system planning and engineering; provides direction to a functional staff by developing, monitoring and improving work processes that meet standards of safety and economy; assures high quality work in the distribution planning process from initial evaluation of current system performance, forecast of future system demands, assessment of system component condition, and development of capital investment plans to provide safe and reliable electric service to SMUD's customers.
  • Provides direction and technical expertise and oversight for staffing and resources in the delivery of services and solutions to meet defined objectives and areas of responsibility; establishes a high performance, accountable culture, clearly setting expectations; ensures staff safety; hires, coaches, mentors, and engages staff, and ensures appropriate skill sets and resources are in place to meet current and future needs.
  • Develops and administers the work area budget by monitoring budget expenditures in area of responsibility against plan; participating in identifying and reconciling budget anomalies; monitoring and revising schedules, expenditures and assignments as warranted; and reviewing end-of year budget results; develops area-of-responsibility budget recommendations for the next fiscal year; monitors and revises prioritized plans and expenditures as warranted; reviews and recommends performance metrics.
  • Assesses human, operational and financial resource requirements, develops recommendations for short- and long-term funding, tools, resources and facilities required to support segment work processes and coordinates requirements with segment owner; evaluates innovations in design, equipment, technology, and materials in transmission and distribution systems, customer services, and operational lines of business.
  • Partners with cross functional teams internally and externally to coordinate and implement projects, strategies and processes to ensure alignment with strategic priorities and directives; demonstrates inclusion and thoughtful management on workplace practices and policies that support desired culture; creates programs that ensure a respectful workplace to optimize performance and wellbeing and promote an inclusive and safe environment.
  • Oversees internal/external department projects by identifying project objectives; identifying internal/external project team; developing Request for Proposals where applicable; negotiating contract terms; developing project plans including schedule, cost, key work products and milestones; monitoring project progress and completion against plan/contract; revising schedules, scope, expenditures and assignments as warranted; reviewing work products; resolving conflicts and discrepancies; maintaining project records and files; participating in the overall review of the completed project results; and making recommendations for next steps; ensures department projects are completed within scope, budget, schedule and meet SMUD's quality and policy standards.
  • Represents SMUD on and/or before governmental, industry, professional, and community organizations and committees and participates in forums pertaining to subject matter expertise and/or assigned work processes.
  • Performs other related duties as needed to include working outside of typical business hours when necessary.

Required Education

Bachelor's degree in Electrical Engineering from an accredited college or university.

Required Experience Qualifications

Ten or more (10+) years of progressively responsible relevant engineering experience in distribution system planning, T&D maintenance or operations with at least five (5+) years in a leadership role managing a diverse team.

Required Licenses/Certificates

California Registered Electrical Engineer and a valid California driver's license.

Knowledge Of

Fundamentals and practices of electrical engineering applied to transmission and distribution asset management, operations and distribution planning; Federal, State and local safety and hazardous waste laws, codes and regulations including Cal-OSHA, G.O. 95, 128 and 165 regulations; safety policies, practices and procedures; industry best practices related to distribution and transmission planning, design, construction, maintenance and operations; project management, metrics and unit cost development; fundamentals of business strategic planning and development; fundamentals and practices of economic evaluation of projects and programs; fundamentals and practices of program evaluation; basic budgeting techniques; fundamentals and practices for delegating, prioritizing, assigning, and reviewing work assignments; fundamentals and practices for engaging, coaching, mentoring, training, and developing team members; process design and fundamentals for continuous process improvement.
