Position Overview STV are seeking an experienced and visionary Advisory Owners Program Manager (OPM) to join our CM/PM Group and provide executive level leadership for a significant advanced manufacturing plant project. This role requires a strategic thinker with a proven track record in managing large-scale "Owners Rep" Program Management projects, ensuring successful delivery from inception to completion. Key Responsibilities: Leadership & Strategy:
Provide executive leadership and strategic direction for the entire project lifecycle, ensuring alignment with organizational goals and client expectations. Brief Executive decision makers and international C-Suite Able to work closely with program procurement and management client team to define vision for program delivery and internal frameworks to manage a mega project.
Project Management:
Understanding of Program Management governance and rigor to stand up long term PMO. Work with client to establish processes and procedures that encompass the entire design, construction, and O&M cycle of large complex manufacturing facilities. Oversee all aspects of project management, including planning, execution, monitoring, and closing, ensuring adherence to timelines, budgets, and quality standards.
Stakeholder and Community Engagement:
Build and maintain strong relationships with key stakeholders, including clients, contractors, government agencies, and community representatives. Community engagement experience, presenting clients inclusive vision to multiple community organizations.
Risk Management:
Identify and mitigate project risks early on and ensure proactive measures are in place to address potential issues. Establish project controls, reporting structure, communication plan, quality assurance plan and other associated rigor to mitigate future project risks. Resource Allocation: Optimize resource allocation, including personnel, equipment, and materials, to ensure efficient project execution.

Promote innovative solutions and sustainable practices throughout the project lifecycle. Leverage technology to like digital twin, BIM, and Asset management systems.
Qualifications:
Education:Bachelor's degree in Engineering, Construction Management, or a related field; Master's degree preferred. Experience:Minimum of 20 years of experience in managing large-scale Program / Project / Construction Management Experience, with at least 10 years as a Project Lead. Prior Construction / Program Management experience in one or more of these related industries; including advanced manufacturing facilities, data center/mission critical, cleanrooms, semiconductor chip fab plants or Healthcare / Biotech / Lab Campus experience. Active professional credentials: RA, PE, DBIA or CCM

Multi-year experience on mega, multi-billion-dollar, multi-contract advanced manufacturing / semiconductor programs Demonstrated experience in managing large, collaborative, multi-party teams and assessing the competency requirements of the team. Strong technical capability in all project phases, including design, planning, construction, operations, and maintenance of large and mega programs / projects. Demonstrated experience in leading complex construction delivery strategies and execution plans. Effective oral and written skills for client presentations and technical reporting and correspondence. Ability to make effective and persuasive presentations to the client, top management, and public groups. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Exceptional emotional intelligence and a driver of best work culture practices. Demonstrated ability to interface with all levels of project team, client, and others. Willing and able to work Monday-Friday from the Program office located in Syracuse, New York.
Compensation Range: $143,684.68 - $191,579.57
