Summary of Position |
As a key member of the Human Resources Department at Plymouth State University the HR Specialist is tasked with providing a broad-array of HR support. The position is generalist in nature and responsible for a variety of managerial, technical and confidential responsibilities to support all aspects of human resource administration at Plymouth State University. The position is predominately focused on, but not limited to, classification, compensation, compliance, training, policy development, employee and labor relations and policy and procedure communications. This position is also involved with benefits, recruitment, on-boarding and personnel transactions via collaboration in the
USNH
EHRM Shared Services Model. The position reports to the Director of Human Resources. |

Duty/Responsibility |
- Manages and resolves employee relations issues ranging from informal to complex.
- Conducts effective, thorough and objective investigations often in conjunction with HR leadership and legal counsel.
- Maintains in-depth knowledge of legal requirements related to day-to-day management of employees and working knowledge of CBA compliance. Partners with the legal department as needed.
- Ensures that policies and procedures are followed as needed to resolve concerns.
- Works closely with supervisors and employees to improve work relationships, build morale, and increase productivity and retention.
- Evaluates issues, patterns, and trends to provide insights for HR solution and program designs (i.e. training to address certain needs, development opportunities).

Duty/Responsibility |
HR Coaching/Advisor =Serves as HR point of contact. Through partnerships, provide employees and supervisors with guidance on HR policies, procedures, and best practices.
- Provides day-to-day performance management guidance to supervisors (e.g., coaching, counseling, career development)
- Provides HR policy guidance and interpretation.
- Provides guidance and input on business unit restructures, workforce planning and succession planning.
- Identifies training needs for business units and individual coaching needs. Develops and/or identifies resources for employee training and development programs.
- Serve as a resource for employee questions and connect them with the resources within HR or other departments on campus.
- Analyzes trends and metrics in partnership with the HR team to develop solutions to support the organization.

USNH Benefits to assist employees with plan access issues, provides general benefit counseling to applicable employees.
- Coordinates with USNH Benefits on communication plans, outreach, along with wellness plans and supporting new employee orientation.

Recruitment/On-Boarding/Operations: serves as a liaison to the
EHRM HR Shared Services Recruitment, On-Boarding and Operations teams to ensure timely deliver of HR services to stakeholders.
- Keep PSU Leadership advised of developments and to assist with problem-solving in all areas, while focusing on current or future HRIS systems being utilized.

Policy Development/Compliance-ensures Plymouth State University HR Programs are in compliance with local, state and federal laws or regulations;
- Also ensure compliance with USNH policies and programs.
- Provides recommendations for policy changes or changes need to ensure compliance.

Training: Develops, implements and reviews the delivery of HR related training services that impacts employees across the campus.
- Works collaboratively with campus leadership to tailor training programs to maximize the resources available and assist with employee development in various areas.
