Pay Rate/Range: The budgeted salary range that the University reasonably expects to pay for this position is $125,000 to $135,000/year. Salary offers are determined based on final candidate qualifications and experience; the budget for the position; and the application of fair, equitable, and consistent pay practices at the University. The full salary range for this position is $94,400 to $176,800/year.

Work Location: Navigator, 2104

Working Days and Hours: Monday-Friday, 8AM-5PM; This is a fully onsite position.

Brief Summary of Job Duties

Under the general direction of the CFO/Director of Business & Financial Planning for Design, Facilities, & Safety Services (DFSS), provides leadership, guidance and analysis in the management of all DFSS personnel issues on behalf of the Director of Facilities Management, Director of Campus Design & Construction Services, Director of Environmental Health & Safety, and the Associate Vice Chancellor. Plans, organizes, and directs the daily operations of the human resources team, comprised of 3.0 FTE career employees. Provides leadership, counsel, and analysis in the hiring, termination, discipline, training, and motivation of DFSS' approximately 350.0 FTE career and limited employees and 25.0 FTE student assistants. Provides the overview and vision for DFSS training and development programs. Oversees the preparation and submission of a balanced Staffing Report to Central Budget and Planning on behalf of all DFSS departments. Serves as principal liaison with Central Human Resources for all DFSS.

Required Qualifications:

Bachelor's degree in related area and / or equivalent experience / training

4-6 years Progressive experience in the field of Human Resources, preferably in higher education or the public sector.

2-4 years experience in a managerial role, supervising staff and running day-to-day operations.

Preferred Qualifications:

Demonstrated experience using independent judgment to assess, investigate, and resolve employee relations issues.

Demonstrated advanced knowledge of human resources concepts, best practices, risk implications, and compliance requirements of Federal and State laws/regulations in the areas of recruitment, employee on- boarding, employee relations, organizational/job design, change management, compensation administration, leave administration, benefit programs, performance management, employee engagement and retention, training and development, payroll and timekeeping, records management, and other areas of HR.

Knowledge and understanding of University policies and practices, benefits and eligibility, and bargaining unit agreements.

Skill in reading, understanding, interpreting and applying staff personnel and payroll policy and collective bargaining contracts and departmental regulations.

Highly skilled in communicating clearly and effectively verbally and in writing with diverse constituencies. Strong interpersonal skills and the ability to work successfully as an individual and as part of a team and/or serve as a team leader.

Demonstrated behaviors that promote diversity and inclusion in dealings with and on behalf of the University, consistent with laws, regulations, UC policies and Principles of Community.

Experience interfacing with enterprise human resources systems and with extracting data and information from such systems in support of analysis, reporting, tracking, etc.

Job Functions and Percentages of Time:

30% Human Resources Administration - Manages all aspects of personnel and payroll logistics for DFSS. Provides guidance to DFSS Directors and Associate Vice Chancellor on human resources related processes, procedures, and systems. Manages a staff of three (3.0) FTEs and trains, directs work, monitors staff performance, coaches for development, and disciplines as necessary. On behalf of DFSS, oversees recruitments, on-boarding, payroll, timekeeping, classification, compensation, merit, wage implementations, leave and Workers' Compensation administration, labor relations, terminations, training, and motivation of employees to ensure consistency in application across departments. Engages with all levels of DFSS management to understand each department's personnel-related challenges and provides targeted support and guidance, with functional responsibility for coordinating the delivery of human resource related actions, in collaboration with Central Human Resources. Responsible for providing strategic project consultation, change-management expertise, organizational design expertise and group facilitation across all levels and units, regarding Human Resources issues. Develops and maintains Standard Operating Procedures (SOPs) and Service Level Agreements (SLAs) for all HR-related services performed by the department and ensures that such agreements meet the needs of the departments served. Audits human resources processes, services, and programs to ensure compliance with campus and UCOP policies, as well as federal and state laws governing fairness, equal opportunity, labor, wages, and benefits. Oversees the development and implementation of internal personnel forms and procedures and manages departmental personnel compliance. Applies expert knowledge of University administrative structure, UC and UCSB policies and practices, and acceptable business and legal practices. Exercises diplomacy, discretion, initiative, independence and confidentiality due to ongoing Labor Relations and other HR issues within the department.

20% Employee Relations - Advises DFSS supervisors on disciplinary matters, researches the applicable Collective Bargaining Agreement and policy provisions, helps supervisors to draft disciplinary letters and other correspondence, and is the primary liaison between DFSS and UCSB Employee Labor Relations. Identifies and evaluates employee relations issues that have a risk of becoming problematic for the department. Consults and works jointly with DFSS supervisors to develop strategies and solutions regarding employee issues. As such, trains and coaches' supervisors in applying effective human resource management techniques for their employees. Responds to audit inquiries/investigations and records requests regarding HR issues. Utilizes various financial and data systems, prepares specialized reports as needed for audit review by campus entities. Advises supervisors on performance review deadlines and requirements, as well as UC Learning Center mandatory training deadlines.

20% Payroll, Timekeeping & Benefits Administration - Manages payroll, timekeeping, and benefit administration for 350.0 career FTEs and 25.0 student FTEs within DFSS. Provides leadership for the collection, accounting, and safekeeping of attendance records. Establishes and monitors procedures governing the definition, classification, accrual, and limitations for hours of vacation, sick leave, family sick leave, disability, Workers Compensation, overtime, and compensatory time. Ensures proper documentation and approval for time and attendance records and changes. Responsible for the integrity and accuracy of employee data in Kronos and in UCPath and thus oversees the data entry and maintenance of personnel records. Ensures confidentiality, consistency, and integrity of records and processes. In collaboration with supervisors, monitors work restrictions and reasonable accommodations.

15% Recruitments - Manages the recruitment and selection processes for DFSS departments by advising on the best practices to design and develop recruitment and outreach strategies, using a variety of advertising mediums and social networking platforms, to attract and engage a diverse pool of qualified applicants. Oversees job description creation, equitable pay analysis, and coordinates classification submissions with Central Human Resources. Manages the DFSS recruitment queue, assigns recruitments to DFSS human resources staff, and leads high level recruitments for Associate Director level positions and above. May work with recruiting firms on permanent and temporary hires. Ensures compliance with SB820 and the AFSCME (SX) contract in regards to Article 5 and the use of temporary workers in non-state buildings.

10% Position Management - Researches and prepares requests for reclassification, equity, stipend, and various wage implementations. Ensures all job descriptions are up-to-date in Job Builder and submits changes to Compensation & Classification. Utilizes reporting tools including Power BI, Data Warehouse, and Cognos to coordinate regular audits of position and funding data in UCPath and maintain position data integrity.

5% Training & Development - Control point for the delivery of training and development for DFSS. Links learning outcomes with DFSS' mission, vision, values, and overall leadership development. Contributes to a culture of continuous learning and best practices implementation with a strong bias for performance, customer partnership, and cross-functional communication and collaboration. Develops team performance management goals and advises supervisors on performance review deadlines and requirements, as well as UC Learning Center mandatory training deadlines.
