Job Summary:

he Director of Technology Strategy, Architecture & Governance at Horizon BCBS, will play a key role in shaping the technology direction of our organization. This is a strategic leadership position combines technical expertise and innovative problem solving skills and considered as a thought leader within the organization on Technology strategy & architecture. This position oversees a team of technical architects and is responsible for technology strategy development, IT architecture and governance.

Technology Strategy:

  • Lead, facilitate workshops with Executives and Senior Leaders in the organization to develop strategic roadmap and investment portfolio to realize business and IT strategy Identify emerging technologies, trends and industry best practices to proactively advance capabilities.

Technical Architecture:

  • Lead development and maintenance of enterprise architecture artifacts, roadmaps, technical architecture blue prints, patterns other best practices Identify opportunities for application, technology rationalization and lead technology assessments, selection process.

Governance

  • Establish, manage and optimize IT governance frameworks including Architecture Review Board and other technology governance efforts. Identify, communicate, and mitigate potential technical risks for projects Develop technology standards, exception process and manage technology lifecycle and obsolescence risk management

Vendor Management:

  • Manage vendor relationships and stay current on vendor roadmaps Support in development and evaluation of RFP, RFQ process Support vendor contract negotiations and renewals

Team Leadership

  • Recruit, manage and develop a high-performing team Coach, mentor other Architects in the team and foster a culture of collaboration and innovation

Education/Experience

  • HSD or GED required, Bachelor Degree or Masters in Computer Science,
  • Software Engineering, MIS or equivalent preferred.
  • 15+ years of relevant overall experience in enterprise technology strategy, architecture and governance roles.
  • 5 to 7 years of experience in leadership role in building teams and managing people development Experience with Enterprise Architecture frameworks (TOGAF, Zachman, etc.)
  • Deep experience and knowledge in technical infrastructure and cloud solutions (AWS, Azure)
  • Proven ability to develop and execute technology strategies that align with the organization's goals and objectives.
  • Experience with IT governance and risk management frameworks and standards (ITIL, COBIT)
  • Experience in evaluating, selecting emerging technologies, assessing potential impacts and developing adoption strategies
  • Experience in developing, supporting RFP/RFI process and working with vendor assessments

Additional Licensing, Certifications, Registrations

  • Certifications in relevant areas (TOGAF, PMP, Cloud Architecture) is a preferred

Knowledge

  • In depth knowledge of complex architecture patterns including Microservices, Container platforms, API's, Data engineering platforms, Data Lake, Cloud Data Warehousing, Robotic process automation.
  • Understanding of Hybrid Cloud solutions and experienced in integrating public cloud into traditional hosting/delivery models

Skills and Abilities

  • Excellent verbal and written communication skills, with the ability to convey complex technical concepts to non-technical stakeholders.
  • Strong collaboration and interpersonal skills to work effectively with cross-functional teams and external partners
  • A self-starter with strong consulting, communication and influencing skills Strong leadership and management skills with the ability to mentor, motivate, and lead a team of technology professionals

Salary Range:

$165,200 - $229,845

This compensation range is specific to the job level and takes into account the wide range of factors that are considered in making compensation decisions, including but not limited to: education, experience, licensure, certifications, geographic location, and internal equity. This range has been created in good faith based on information known to Horizon at the time of posting. Compensation decisions are dependent on the circumstances of each case.
