JOB TITLE:

Director, Financial Compliance & Integrity

JOB PURPOSE:

Lead the development and execution of a comprehensive financial compliance program across the institution. This role will drive the implementation of effective compliance measures, provide high-level consulting and training, and collaborate with executive leadership to foster a culture of financial integrity and transparency. The position is key to ensuring adherence to financial regulations and best practices while aligning compliance efforts with the university's strategic objectives.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Develop and manage a robust Financial Compliance and Integrity Program, offering strategic direction and professional development to campus stakeholders.
  • Design and deliver in-depth financial training to establish and reinforce compliance standards and practices among key stakeholders.
  • Collaborate with the executive team and departmental leaders to create and implement effective compliance plans, providing strategic recommendations to enhance financial compliance.
  • Create and oversee the delivery of training materials and educational services related to financial compliance.
  • Monitor compliance with key regulations including Title IV, Title VI, FERPA, PCI, GLBA, and tax-exempt bond compliance, providing comprehensive reporting and actionable recommendations to senior leadership.
  • Support constituent units and the Board of Trustees in fulfilling governance and compliance obligations, including conducting reviews of internal controls and procedures.
  • Lead continuous monitoring and analysis of compliance issues, providing solutions and policy updates to address deviations from university policies.
  • Offer consultative advice on enhancing controls, operational integrity, and financial risk management, assisting with policy drafting and technical support.
  • Conduct advanced data analysis and projections using business mathematics and statistical techniques to inform decision-making.
  • Oversee the financial risk management program, ensuring adherence to university policies and prioritizing risk resolution.
  • Direct the planning, design, implementation, and communication of key controls and finance programs, including change management for policies and procedures.
  • Provide leadership and mentorship to team members and peers, fostering professional growth and development.

This position provides vital support to campus customers and requires the successful candidate be available to work on campus.

MINIMUM QUALIFICATIONS:
  • EDUCATION: Bachelor's degree in Finance, Accounting, Business Administration, or related field
  • EXPERIENCE: At least 7 years of work-related experience

DESIRED QUALIFICATIONS:
  • Comprehensive understanding of strong internal control frameworks and their application in financial compliance and integrity.
  • Extensive knowledge of federal and state regulations relevant to higher education, including Title IV, Title VI, Title IX, the Clery Act, FERPA, PCI DSS, GLBA, and tax-exempt bond compliance.
  • Proven experience with state, federal, and institutional regulatory compliance across budgeting, finance, human resources, payroll, sponsored programs, procurement, financial aid, and treasury management.
  • Demonstrated ability to develop, implement, and manage institutional policies and procedures supporting financial compliance and integrity.
  • Strong active listening and problem-solving abilities, with a customer service orientation to effectively address complex compliance issues.
  • Ability to analyze, summarize, and present data clearly, using business mathematics and statistical techniques to inform decision-making.
  • Capacity to maintain strict confidentiality and manage sensitive information.
  • Proficiency in creating and delivering effective training materials to enhance compliance understanding and practices.
  • Exceptional communication skills, with the ability to collaborate effectively with a diverse range of stakeholders.
  • Strong attention to detail and organizational abilities, with experience managing multiple projects and priorities efficiently under tight deadlines.
  • Proven ability to make informed decisions and think independently.
  • Demonstrated ability to establish and maintain effective working relationships within and outside the organization, serving as a key liaison.
