Overview
Nakupuna Consulting is looking to hire a Program Evaluation Specialist to support an Office of the Secretary of Defense (OSD) client. This position will provide expert support to Department of Defense (DoD) stakeholders through a detail-oriented, adaptive, and proactive approach while working in a fast-paced organization. Support activities may include: research & analysis, brief development, and reporting activities for evaluation projects to implement an enterprise-wide performance improvement program.
Responsibilities

Conduct evaluations to determine the fidelity of implementation, effectiveness, and impact of programs.
- Design, implement, and analyze evaluation studies to improve program implementation and to assist DoD leadership in decision-making regarding the continuation of programs.
- Create a project/evaluation plan to include: data collection & analysis, reporting, and project timelines.
- Analyze quantitative and qualitative data and create clear and concise reports and visualizations that summarize findings and communicate insights to DoD senior leaders and stakeholders.
- Assist in the development, publication, and execution of the Annual Evaluation Plan in coordination with the Annual Performance Plan.
- Support the development, coordination, and publication of the DoD Learning Agenda in alignment with the Strategic Management Plan and other DoD strategic guidance.
- Support the development and publication of the Capacity Assessment in conjunction with the Learning Agenda.
- Collaborate with DoD stakeholders to develop evaluation plan strategies and conduct program evaluations.
- Provide guidance, training, and tools to implement an internal monitoring and evaluation process for programs that can highlight achievements and challenge areas.
- Evaluate the effectiveness of programs through project reviews, direct impact studies, & quantitative and qualitative research methods.
- Research, author, and edit content, working closely with various departments to understand project requirements and develop high-quality briefings to senior leaders and DoD stakeholders.
- Draft read-ahead materials and other correspondence that are comprehensive and digestible for Senior Executive Service (SES) leadership.
- Translate complex data into actionable insights that can drive strategic priorities and objectives.
- Conduct data extractions to perform executive performance analytics and content analysis.
- Prepare information papers, presentations, and/or memos in coordination with other Components.
Qualifications
Skills/Qualifications: The ideal candidate can develop high-quality written communications for the DoD and demonstrates the ability to comprehend, analyze, and synthesize complex processes and data into digestible and informative graphics and written content. The ideal candidate is a self-starter, capable of seamless work individually or in a team environment. Specifically, the candidate is familiar with and has experience with the following technical knowledge, skills, and abilities:
- Demonstrated experience and expertise in evaluation methodology and practices.
- Advanced knowledge of quantitative and qualitative evaluation methods is preferred.
- Experience working for the DoD and familiarity with the OSD organizations and briefing SES officials is preferred.
- Experience writing DoD correspondence in accordance with the Manual of Written Material is preferred.
- Demonstrated ability to write in a clear and concise manner.
- Proven ability to quickly learn and understand complex subject matter to create aesthetically pleasing presentations and/or digestible data visualizations geared towards executives.
- Strong conceptual, research, and analytical skills with attention to detail and context.
- Proficient skills in Microsoft Office applications (Word, Excel, Outlook, and PowerPoint), Adobe, SharePoint, and use of office equipment is required.
- Experience with delivering high-quality client service and demonstrated professionalism in a fast-paced environment.
- Strong analytical and problem-solving skills and experience exercising professional judgment.
- Ability to manage multiple tasks independently, work under pressure, and adapt quickly to changing requirements.
- Excellent interpersonal and organizational skills.
Education and Experience: This position requires five to ten years of relevant professional experience. This position requires a bachelor's degree from an accredited university or college. Clearance: This position requires an active SECRET security clearance. Must be a U.S. citizen. Location: This position works in the Pentagon 4 days a week with the option to telework one day per week. Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:

- Ability to sit for prolonged periods at a desk and working on a computer.
