Associate Medical Director - West Allis

Rogers Behavioral Health is a not-for-profit behavioral health system with a long history. For over 100 years we have been providing top quality psychiatric services to our patients and performing cutting edge research and are one of the leading healthcare providers in our field. RBH offers adults, as well as child and adolescent patients in our communities, the ability to receive care at multiple level of services including: inpatient, residential, partial hospitalization, intensive outpatient and outpatient services. The three primary hospitals are located in Wisconsin, and numerous clinics spread from coast to coast in Wisconsin and 9 other states, including California, Colorado, Florida, Georgia, Illinois, Minnesota, Pennsylvania, Tennessee, and Washington. In this role, the physician will serve as a team leader in our patient care model, which is based on a multi-faceted treatment team methodology. Physicians have the opportunity to work in one or more levels of care, in both a live and virtual environments, as well as support patient admissions, protocol development, quality assurance and peer review evaluations. Physicians will collaborate with nurse practitioners and physician assistants, as well as oversee residents and fellows during their educational rotations through our programs.

Attend Patients at the Site and via Telehealth: The Physician will be expected to attend patients and assist with patient coverage at the locations assigned by Employer (the "Site(s)"). In addition, Physician may be expected to cover additional locations or "Sites", as assigned by Employer if Site does not have enough patient availability for Physician to achieve RVU targets or daily patient visit goals or there are provider shortages at a particular location and Employer needs Physician to provide additional coverage. The Physician will accept referrals from medical physicians, psychiatrists, in all areas and counties surrounding Site referrals, to attend their patients on the unit, and upon patient discharge the Physician will refer the patient to the referring physician for outpatient care, unless the patient expresses another preference, or the Physician determines that this is not in the best medical interests of the patient. The Physician will be responsible for providing written and verbal discharge summaries to all referring physicians.

The Physician will continue to see patients on unit seen by Nurse Practitioners and Physician Assistants and serve as a collaborating physician for them as needed, including completion of psychiatric evaluations.

Notwithstanding the forgoing, Employer does not guarantee any minimum or maximum number of patients at any one time.

The Physician may be required by Employer to participate in call coverage based on the pre-determined schedule established by the Employer, which will include an equitable division of dates across providers.

The Physician will:

a. Attend assigned patients depending on Physician's specific educational qualifications in Rogers programs to which Physician is assigned. These programs may include the following levels of care either in person or via telehealth:

i) inpatient

ii) residential

iii) partial hospitalization program (PHP)

iv) intensive outpatient programs (IOP).

v) outpatient services including individual counseling, patient assessments, and medication evaluations.

b. 1:1 therapy, medication management sessions with patients.

c. Weekly (or more often) staffing of patients.

d. Lead and sign a treatment plan for each patient.

e. Family education/therapy, as clinically indicated.

f. Attend unit meetings, status report as appropriate.

2. Medical Activities: The Physician shall perform all medical functions necessary to insure the delivery of high quality treatment for psychiatric disorders for patients at the Sites, including, but not limited to:

Conducting a psychiatric assessment of each patient within timeline defined by Hospital policy. When applicable, conducting rounds for patients per Hospital policy, and as assigned to Physician. Completing and signing discharge summaries timely, as defined by Hospital policy. When applicable, completing emergency detentions of patients when conditions exist for taking an individual into custody under applicable state law, including filing statements concerning appropriateness of a patient for emergency detention and attending any required court proceedings or meeting standards around the duty to warn by calling the appropriate authorities to complete emergency detention. Participate in quality assurance activities. Medication education with nursing staff. Inservice treatment team, as needed. Attend the Medical Staff meeting and the Medical Staff Executive Committee meeting. Provide supervision, including sponsorship of Advanced Practice Nurse Practitioners (APNP) and/or Physician Assistants (PA) upon request.

3. Payor Relations: The Physician will assist the Site in its contracting with payors for mental health services. The Physician will also assist in developing and maintaining positive working relationships with all contracted payors. The Physician will assist in the review of all denials of service from all payors that are deemed for medical reasons.

a. Interface with referring parties, the psychiatrist, family practice and/or pediatrician, to coordinate care, aftercare. Market Employer as appropriate, to include off-site meetings and marketing activities.

b. Review potential admissions, pending cases, and declined admissions, as needed, to assure Employer policy execution and compliance with EMTALA.

4. Advocate: In addition to the above duties and responsibilities, the Physician needs to be an advocate for the Sites. Advocacy is both an informal activity and a formal activity. It is expected that the Physician will provide support, information, education and services when appropriate opportunities present themselves. The Physician must be committed to assisting the Site in becoming highly visible and respected for the contributions it does and can make to quality patient care.

a. Participate in and support Employer's quality assurance and performance improvement activities and meetings.

b. Take an active role in identifying new program development opportunities for patient care services and Employer.

c. Participate in community education of behavioral health issues, as requested by Employer.

5. Admissions Support: At the sole discretion of the Employer, Physician may be asked to devote some of their time and effort to supporting the admissions process. Duties related to this task include the following:

  • Provideinitial placementrecommendations based onadmitting criteria, clinical parameters, medical historyand documentation obtained through screening process provided by prospective patient or representative.Review and evaluate completed admission screenings to determine appropriate program, level of care, and (if appropriate)mode of delivery for prospective patient.

    Review admissions screening interview (ASI), transfer documentation (TRF/TCF), external provider documentation, charted history from prior Rogerstreatment encounters, external treatment summaries, test reports, or letters from interested others.

    Determinethe potential patient has sufficient cognitive and psychological functioning that would allow them to benefitfrom treatment and programming.

    Review and demonstratean understanding of the variousprograms and modes of treatment delivery available at Rogers, as well as of the latest organizational guidance regardingwhen each is considered appropriateor necessary for a given patient presentation.

    Interact with team members, external providers and referents in a respectful manner reflecting positively upon the organization at all times.

    Convey recommendations and suggestions in a manner that facilitatesmanaging patient/family expectations related to services provided. If necessary, promptly initiate contact with referring providers or treatment teams to determineaccurateclinical/programmatic recommendation for patients.

    Provideclear guidance to team on medicalreasoning of recommendation and/or justification for level of care for most accuraterelay to patients/families.

    Document progress using the visual tracking/management system provided.

    Attend all pertinent MDI huddles as directed by medical/clinical and admission Leader.

    Complete reviews/recommendations and all required supporting work and documentation in a timely mannerin order toensure quality prospective patient experience.

  • Communicate professionally andaccurately.Refer to and work with other departments and agencies as needed and according to departmental policies.

    Report pertinent data to the attending provider and others on the team, verbally or in writing as necessary, and prioritize effectively and consistently in situations requiring immediate attention versuspostponement.

    Immediately communicate difficult problems with referents, patients, family members/significant others andco-workers.

Develop and maintainrelationships with medical staff and other providers across RBH for ongoing re-review or other case communication.

Associate Medical Director Job Duties & Responsibilities:

Time Allocation. Associate Medical Directors shall be allowed to be compensated for up to 10 hours per week of administrative time.

Provide Effective Program Leadership. These roles are responsible to provide clinical leadership and management leadership so that the Programs function successfully and maintain the confidence of the Medical Staff, other staff, patients and the community. Specific duties related to particular job titles include the following:

Associate Medical Director: The Associate Medical Director will oversee clinical quality and supervise physicians and advanced practice providers in a level of care or region. Associate Medical Director reports to Senior Medical Director. Lead medical and clinical services at a specific level of care/region.

  • Responsible for ensuring the quality and sustainability of medical and clinical services for their designated area or level of care in concert with the Senior Medical Director, clinical and operational leadership.
  • Guides implementation of quality initiatives to ensure medical services are evidence-based and meeting system quality goals as set forth by strategic plan and Senior Medical Director.
  • Builds an environment of team-based multidisciplinary care for designated area of oversight.

Responsibilities for all Associate Medical Directors:

Collaborate with chief medical officer and level of care leadership.

  • Work with the Medical Directors, Vice President of Operations and Executive Clinical Directors to establish standards of care for patient care across programs.
  • Provide situational feedback to Medical Directors and serve as escalation point of contact.
  • Consult with legal counsel to obtain advice on matters deemed to potentially cause exposure to the organization.

Oversee the medical staff clinical performance and provide appropriate supervision.

  • Oversee quality of care provided and physician performance in conjunction with associate medical directors and peer review committee chair.
  • Provide in-person and phone consultation/supervision to medical directors.
  • Serve as collaborative physician for nurse practitioners, as needed, and assist other medical staff in developing collaborative relationships with nurse practitioners.
  • Provide coaching to medical staff who are struggling with inefficiencies, peer review concerns, disruptive behaviors, productivity issues, and/or signs of burn-out. Include CMO, operations, and Legal, as appropriate. (Please note as providers are contracted medical staff Legal must be consulted related to all performance issues on a providers for corrective action.)

Oversee physician recruitment and contracting for level of care.

  • Participate in recruitment of medical staff for system and campus/level of care.
  • Assist in conducting interviews of potential medical staff. Work with associate medical director and operational leadership to determine appropriateness of candidate for job.
  • Identify events or recruitment opportunities that would increase medical staff recruitment in conjunction with medical staff recruiting team. This includes developing new relationships and leads for ongoing medical staff recruitment with individuals and organizations.
  • Work with contracting team and legal to complete individual contracting in timely manner and upholding equitable compensation model.

Provide Medical Staff orientation and process improvement.

  • Work with Medical Directors, medical staff office and operational leaders around credentialing and onboarding of medical staff.
  • Collate information and enhance curriculum for medical staff orientation, around their daily workflow and common scenarios encountered by medical staff.
  • Provide orientation on site to new medical staff in service area or when Associate Medical Director unavailable.

Lead medical staff operations at site/level of care.

  • Help set agenda for Medical Staff Meeting and run the meeting.
  • Train medical staff on intake process, insurance reviews and timeline promoting access to care.
  • Assist compliance and regulatory departments in any issues with medical staff regarding patient complaints, patient safety concerns, or new regulatory standards.

Engage in professional outreach to enhance knowledge of Rogers' expertise nationally and regionally.

  • Participate in conference, including giving talks, to enhance knowledge of Rogers' expertise.
  • Participate in recruitment of medical staff at conferences.
  • Develop other medical leaders to provide national and regional outreach.

Actively participate in and lead quality and process improvement initiatives utilizing Roger's tools.

  • Learn about pertinent value streams and strategy steering team initiatives. Implement any changes (spread) from improvement activities, including but not limited to Rapid Improvement Events (RIE's).
  • Help lead/implement improvement events related to program area.
  • Participate in medical director huddles and regular meetings with associate/senior medical director.
  • Participate and support relevant improvements in huddle system for program area with clinical and operational leaders and other members.
  • Participate in medical staff services meetings to ensure awareness of system/campus clinical and quality initiatives.
  • Learn, embody, and model Rogers cultural behaviors and Rogers approved continuous improvement philosophies.

It is the responsibility of all Medical Directors to ensure the providers under their supervision, are achieving productivity metrics as established by Employer. This means that they keep all providers informed concerning their personal levels of productivity, assist providers in obtaining work in other areas if the patient load in their particular program is not sufficient to meet expected productivity standards.

  • Valid state licensure as MD or DO.
  • Board-eligible psychiatrist. Board certification preferred.
  • Leadership and/ or supervisory experience in a behavioral health organization is preferred.
  • Experience with process improvement implementation preferred.
