Organizational Unit Overview |
The Division of Administration and Finance is ultimately responsible for all financial and administrative activities of East Carolina University and its affiliated Foundations. The Division consists of Financial Services, Campus Operations, Information Technology and Computing Services, Human Resources, Environmental Health and Campus Safety, Auxiliary Services and various support activities related to the
ECU affiliated Foundations. The Division is led by the Vice Chancellor of Administration & Finance. The Vice Chancellor is responsible for oversight of the policies, personnel, budgets, and administrative activities of all operations at East Carolina University and its affiliated Foundations. This division is a service provider in support of academic, research, and outreach missions of the University. Within the Division, Financial Services is responsible for all financial activities of East Carolina University and its affiliated Foundations. The mission of Financial Services is: To provide for the financial needs of the University and its Foundations in a customer-oriented, friendly environment while assuring the proper stewardship of all fiscal resources.
The Payroll Office works closely with the entire campus community to ensure that semi-monthly payrolls for permanent, temporary, and student employees are processed timely and accurately. The Payroll Office provides administration of all payrolls for the University and is responsible for the general accounting functions relating to payroll, including the reconciliation, reporting and remittance of taxes & other amounts withheld. The office also performs data control duties and provides accounting transactions for general ledger posting. Additionally, the Payroll Office is responsible for ensuring that the University is in full compliance with the rules and regulations governing payments to Foreign Nationals, as well as ensuring that University employees working outside of North Carolina are taxed in accordance with applicable state and local regulations. The office maintains compliance with the complex regulations of the Federal and various State governments, as well as University of North Carolina System Office and University policies. Payroll Office personnel work to ensure that all employees are paid timely and accurately, and strive to deliver high quality customer service to each and every University employee. |
Job Duties |
The Payroll Director reports to the University Controller and manages an Assistant Payroll Director, 2 Payroll Accountants, 3 Payroll Program Associates, 3 Payroll Support Specialists, and a 3-person team supporting the University's timekeeping function. The position interacts regularly with various departments throughout the campus community on pay related matters and works in concert with the University's Systems Coordination and Department for People Operations, Success, & Opportunity staffs to ensure that information is entered, maintained, and processed correctly in the Banner HR/Payroll system. The Payroll Director also serves as the main point of contact on all payroll related matters for the
ECU Office of Internal Audit & Management Advisory Services, Office of University Counsel, and University leadership.
The Director guides staff in the completion of bi-weekly pay cycles, as well as off-cycle payments. This includes obtaining information from the
UKG timekeeping system, processing employee pay in the Banner Payroll system, and ensuring that appropriate amounts are withheld & remitted to taxing authorities and benefit vendors. As a culmination of the regular payroll process, the Payroll Director is ultimately responsible for the completion of quarterly and annual tax filings, as well as ensuring that all amounts are recorded appropriately in the Banner Finance system.
The Payroll Director also oversees the University's multiple state taxation effort; directing staff on the process of identifying employees potentially working outside of North Carolina, ensuring, or establishing registrations as needed in applicable states, remitting amounts owed accordingly, and completing filings as required by the various jurisdictions.
Additionally, the Payroll Director manages staff responsible for carrying out the evaluation of payments to Foreign Nationals in the Sprintax system and for withholding as necessary on those payments, as well as overseeing staff responsible for the processing of garnishments and the collection of over-payments. |
Minimum Education/Experience |
Bachelor's degree in accounting, business, finance or other discipline related to the area of assignment with 12 credit hours of accounting coursework and three years of professional accounting experience, of which at least one is supervisory; or equivalent combination of training and experience. Some positions may require additional credit hours of accounting coursework. All degrees must be received from appropriately accredited institutions. |

Preferred Experience, Skills, Training/Education |
A demonstrated history of serving as the ultimate decision-maker for the payroll related operations of an organization is preferred.
Experience overseeing the payroll function in an advanced
ERP system, as both user and programmatically, is highly preferred - with emphasis on programmatic expertise.
Extensive working knowledge of Federal taxation and labor regulations is preferred. This includes not only standard collection, remission and reporting processes, but also experience identifying and resolving complex issues.
Experience with multiple state taxation, wage garnishments, collections, and/or international taxation is preferred.
Certified Payroll Professional (
CPP) certification is favorable. |
