Proposal Pricing Analyst

RAND seeks a Proposal Pricing Analyst to perform moderately complex proposal pricing and financial analyses within the Proposal Development Services (PDS) team. Reporting to the Manager - Pricing and Analysis, the Pricing Analyst is responsible for the development of budgets to support successful proposals that directly impact the revenue and profitability of RAND's divisions and RAND as a whole.

The Pricing Analyst supports all non-Time and material (T&M) contract types for federal, state, local, commercial, and foundational clients and determines the appropriate staffing mixes and labor categories to ensure overall proposal price competitiveness against competitors.

This position is responsible for working with Principal Investigators to develop budgets that accurately match the proposed technical scope of work and level of effort, ensuring appropriately budgeted staff, vendors, subcontractors, and other direct costs.

The Pricing Analyst has ownership of business/pricing volumes for proposals ensuring that budget justifications are sufficient to protect RAND and minimize questions from clients around budget items.

They also determine appropriate financial and organizational information to include and any necessary exceptions to terms and conditions are included in the business/price volume.

The Pricing Analyst participates in pricing color team meetings related to the proposed budgets and provide alternative pricing scenarios.

This position takes developed budgets in the pricing system and puts it into the required client format in Excel or within the business/pricing volume with minimal support on compliance and quality.

The Pricing Analyst is expected to support and contribute to cross-divisional and internal team trainings and work on limited process-focused improvements while maintaining templates and routine pricing content.

May perform any or all of the following duties:

  • Leads pricing on RAND's proposal opportunities, serving as an interface with Principal Investigators, proposal management and others related to pricing - ensuring compliant and competitive pricing and business/price volume development and review by division management.

  • Responsible for pricing functions on proposal opportunities and managing all cost volume development activities such as developing the budget and conversion to client format, development and vetting of budget justifications, and ensuring alignment of budget and price volume components to the Request for Proposal (RFP) specifications.

  • Ensures the business/price volumes are consistent with all other proposal submission documents and ensures accuracy of organizational-specific content.

  • Works with Principal Investigators to create the budget justification, ensuring alignment to the budget.

  • Reviews and incorporates RFP pricing requirements and incorporates contractual components and compliance.

  • Provides guidance to Pricing Specialists, updates templates, pricing information within budgeting system, updating rates and similar items.

  • Pricing Process Improvements: Contributes to documenting and refining of pricing processes and procedures that drive operational efficiencies and quality.

  • Supports training development and limited process improvements.

  • Cross-functional Collaboration - Works closely with proposal development, contracts and grants, and research technical staff to ensure alignment with overall business objectives.

Qualifications

  • Experience with cost proposal preparation, including compliance and estimating practices for the US government.

  • Knowledge and experience with developing budgets for all non-time and material (T&M) contract, cooperative agreements, and grant types (e.g. FFP, CPFF, Grant).

  • Limited experience with Salesforce and other technology platforms commonly used in the Professional Services Industry.

  • Experience in Adaptive Planning and Pro Pricer is preferred.

  • Excellent communication and collaboration skills, with the ability to work effectively with clients and cross-functional teams.

  • Routinely contributes to opportunities of $500K or more.

  • Ability to manage multiple projects simultaneously and prioritize tasks effectively.

  • Limited familiarity with federal contracts and FAR (Federal Access Regulations) is a plus.

  • Ability to maintain sensitive and confidential information.

Education

Minimum: High school diploma; Preferred: Bachelor's degree

Experience

Minimum: 8 years related experienced; Preferred: 4 years related experience (with a bachelor's degree)

Security clearance

Current possession of a U.S. security clearance, or the ability to obtain a U.S. security clearance, is required.

This can be a 100% remote position.

Salary Range: $73.700- $109,400

RAND considers a variety of factors when formulating an offer, including but not limited to, the specific role and associated responsibilities; a candidate's work experience, education/training, skills, expertise; and internal equity.Successful candidates will be offered employment in a specific title, as determined by the candidate's education and experience. The salary range includes base pay plus RAND's sabbatic pay (which provides additional compensation above base pay when vacation is taken).
