Associate Chief Nursing Informatics Officer, Central Region

The Associate Chief Nursing Informatics Officer is responsible for providing leadership in all aspects of nursing and clinical informatics across the Central Region of the Jefferson Health Region while having oversight to clinical informatics within the Emergency Medicine Enterprise Shared Service.

ESSENTIAL FUNCTIONS:

Strategy/Leadership

  • Oversee the Central Regional Clinical Informatics team and day to day support for Informatics and technology related activities (6 hospitals)
  • Serve as the primary Nursing Informatics Lead to align with the emergency Medicine Shared service
  • Provide the Nursing Department with operational management and oversight of all applications for assigned areas and staff.
  • Utilizing the standards, processes and tools defined for use by the Program Management Office (PMO), manage the implementation, maintenance and upgrade of the applications, products and systems.
  • Facilitate Electronic Health Record (EHR) implementation, transformation, utilization and optimization.
  • Oversee and manage all Nursing EHR systems, products and applications ensuring that their design, content and definitions integrate to support the nursing and ancillary staff within their division and across the health system to achieve the defined clinical workflow, process and performance goals (safety, quality, compliance, productivity and financial, etc.) and outcome expectations and objectives of our organization that impact the Central Region.
  • Facilitate the integration and use of new technologies and devices within the EHR.
  • Partner with the EPIC@Jeff Team to ensure content additions, changes, bug fixes, upgrades, etc. work as designed within integrated workflows by leading workflow analysis and design efforts and coordination of all associated efforts.
  • Plan, communicate, lead and coordinate the implementation and use of new content, designs, upgrades, functions, features, products etc. with all affected areas and users in advance of production deployment.
  • Chair the Clinical IT Governance Committees that match their associated shared service ndash; Inpatient Operations, Ambulatory Governance, Perioperative Governance, Emergency Medicine.
  • Partner with nursing professional development to align strategy for EHR training as part of nursing orientation and develop support model for ongoing communication and training for EHR/Technology related updates
  • Partner with the Epic training team to ensure that workflow and content additions, changes, upgrades, etc. are communicated and incorporated in advance of deployment into the training program and related materials.
  • Oversee ongoing analysis, maintenance, optimization and enhancement of nursing documentation in the EHR supported by a program for ongoing training and communication
  • Serves as a member of the CNIO team and Office of Clinical Informatics
  • Understands the impact of regulatory changes and interprets them for internal and external constituents.
  • Combines knowledge of patient care, informatics concepts, and change management to effectively address the information and knowledge needs of healthcare professionals and patients to promote safe, effective, and efficient use of health IT in clinical settings.
  • Acts as a change agent in the identification, development, planning, implementation, and value measurement of informatics strategies to support quality patient care and professional practice.
  • Develops and implements appropriate service delivery in collaboration with IT leadership in defining, delivering, and improving services for the enterprise and its customers.
  • Incorporates nursing research and evidence-based nursing knowledge into nursing informatics practice.
  • Works with vendors to proactively strategize on development and/or enhancement of clinical information system solutions to meet organizational business needs.
  • Works with clinical and IT leaders in evaluating the effectiveness of technologies and workflows that impact clinical users.
  • Collaborates with nurse leaders in planning and implementing program expansion and growth, including new business ventures, construction, and projects.
  • Ensures a competent, technology-enabled workforce, driving increased utilization of clinical information systems across the Jefferson enterprise.

Clinical Quality, Safety, Equity and Experience

  • Coordinates and collaborates with administrative teams, clinical leaders, information technology, financial services and quality/regulatory/risk management amongst others in the development of high quality and innovative clinical information systems that assist the clinician in their delivery of care.
  • Responsible for ensuring quality improvement efforts are consistent with promoting informatics research, regulatory bodies, and guidelines as well as evidence-based practice that supports positive clinical outcomes.
  • Acts as a change agent working with nursing and clinical leadership teams in the identification, development, planning, implementation and measurement of overall informatics strategies to support quality patient care and professional practice.
  • Ensures nursing practices and corresponding policies and procedures related to health IT follow appropriate Practice Acts, Joint Commission requirements, and other applicable regulations and standards.

Technology

  • Collaborates with administration, medical staff, IT leaders and patient advisors to translate clinician requirements into coordinated specifications for new clinical solutions.
  • Provides regional support in the area of disaster planning and recovery strategies consistent with principles of high reliability.
  • Provides ongoing review and keeps up-to-date downtime readiness procedures and internal reporting regarding system response time and service level agreements for connectivity and operational effectiveness of health IT.

EDUCATIONAL/TRAINING REQUIREMENTS:
  • MSN or Masters in Informatics, Information Systems, or Computer Science, preferred
  • Masters in Information systems, optional
  • MBA or closely related field, optional
CERTIFICATES, LICENSES, AND REGISTRATION:
  • Registered Nurse license issued by the state in which the team member practices.

EXPERIENCE REQUIREMENTS:

  • Requires 7 years of management experience in in nursing, clinical IT departments or healthcare administration. Includes at least 5 years of experience in nursing informatics, experience in overseeing nursing practices and operations for a medical center within a large complex healthcare organization and developing and maintaining quality nursing programs.
