Job Overview
The Construction Project Liaison (CPL) position is responsible for the overall management and coordination of the KC-46 Program in accordance with the 6th ARW. The CPL manages, organizes, plans, directs, coordinates, controls, administers, monitors, and oversees the day-to-day operational and administrative tasks/activities of this program. The purpose of this project is to provide a contracted project leader to support the KC-46 Program Integration Office with planning, programming, and design execution for multiple projects totaling several million dollars. This contract is contingent on contract award. Work Model: Onsite/Office-Based
Responsibilities
Essential Duties & Job Functions:
- Manages expectations and relationships with the client senior management, company senior management and project teams.
- Anticipates problems and opportunities and addresses them appropriately and effectively.
- Negotiates and oversees the development, implementation and reporting of performance metrics.
- Performs continuous review of program performance results and interfaces with client to address status, operational issues, and metrics in a timely manner.
- Ensures work is executed in accordance with Director of the 6th CE practices and values and client specifications.
- Provides the leadership, direction, and necessary resources to ensure successful and effective contract performance in the areas of safety; quality of work; cost productivity; compliance with timeliness; accuracy; and cooperation.
- Exercises sound business practices/methods; ensures all business activities follow all Airforce practices/procedures and contract requirements; are carried out in a legal and ethical manner, and in compliance with applicable laws and regulations; and are in accordance with good corporate safety practices.
- Act as CE manager for All KC-46 Designs.
- Leads coordination of escorts for all construction projects.
- In charge of identifying and overcoming all operational impacts presented by construction projects.
- In charge of developing a swing space plan for all those affected.
- Coordinate user input for all projects.
- Provides any additional requirements for temporary occupancy of displaced personnel.
- Identifies/tracks program milestone discrepancies, opportunities, and issues.
- The CE representative embedded in the PIO should ensure integration of USAF civil engineer procedures, best practices and learned experience in a way that these become infused into informed and smart decision making from cradle to grave of the bed-down projects.
- Remain dedicated, fully engaged, and professional while providing support to USACE, AMC, AFCEC, 6th ARW, 927th ARW, and additional contracted groups providing their services to USAF on these projects.
- Prepares, maintain updates, and deliver KC46 bed-down briefings to many levels of leadership including squadron commanders/directors, group commanders/directors, wing commanders/directors, distinguished visitors (DVs) such as state Congress, AFCEC commander and directorates, AFIMSC detachment commanders and leadership, and others as the need comes u Knowledge of Government contracts, correspondence, reports, and records.
- Provides logical actionable recommendations for leadership decisions on KC-46 issues prior to the issues stopping project progress.
- Performs related work as assigned.
Job Requirements
Mandatory:
- Civil Engineering background in the workforce.
- Operational Air Force Experience required.
- Current valid state issued driver's license with acceptable driving record.
- Ability to obtain a SECRET Security clearance.
- Ability to successfully pass any background checks and/or drug testing required on the contract.
- U.S. Citizenship.
- Ability to obtain access to U.S. Government Installations through the Defense Biometric Identification System (DBIDS).
