The Puyenpa family of companies are comprised of multiple SBA Certified Native American Tribal 8(a) and multi-certified organizations focused on delivering Information Technology, Management Consulting, and General Construction solutions to the Federal Government along with the Commercial Sector. We are actively seeking a Business Analyst based in Washington D.C. This is a full-time onsite position with the potential to become hybrid upon approval. The Business Analyst will support business process reengineering (BPR) and business and system requirement management for the Federal Railroad Administration (FRA), an agency of the U.S. Department of Transportation (DOT). The role involves assisting in documenting and mapping processes, facilitating process improvement workshops, and supporting the development of metrics to enhance efficiency and effectiveness. This is a full-time onsite position, with potential to transition to a hybrid or fully remote schedule, subject to approval. Must be eligible to obtain a Public Trust Clearance.

This is an exciting opportunity to be part of the Puyenpa team supporting our efforts Federal Railroad Administration (FRA), The main responsibilities of the role include:

  • Assist in documenting and mapping existing and new processes, facilitating process improvement workshops, and developing metrics.
  • Participate in interviews, workshops, and meetings to collect information from business customers to review, analyze, document, and map "as is" and "to be" processes.
  • Assist in investigating and mapping current work processes, defining process parameters, and analyzing existing work practices to identify gaps and opportunities for improvement.
  • Assist in analyzing data to determine deficiencies and opportunities for improvement and support the design of recommended end-state processes.
  • Assist in developing alternative work processes, defining implementation strategies, and preparing implementation documentation.
  • Support the definition and implementation of internal requirements management processes and assist in developing requirements document templates.
  • Assist in eliciting and documenting functional requirements, analyzing business and functional needs, and developing use case scenarios.
  • Assist in developing system requirements, analyzing information requirements, and developing plans for automated information systems.


The qualified candidate will have the following knowledge and experience:

  • Bachelor's degree in Business Administration, Information Technology, Computer Science, or a related field.
  • Familiarity with federal government contracting.
  • 2-4 years of experience in business analysis, business operations, or a related field.
  • Proficiency with MS Office (Word, Excel, PowerPoint), Microsoft Visio, SQL, Tableau, Power BI, and JIRA.
  • Familiarity with LEAN, Six Sigma, Agile, and CMMI methodologies.
  • Certifications such as the Entry Certificate in Business Analysis (ECBA) or equivalent preferred.
  • Strong communication and interpersonal skills, analytical and problem-solving abilities, and a proactive approach to identifying and addressing issues.
