Overview
The Division of Institutional Planning & Operations (IP&O) employs a workforce of approximately 2,700 staff, represented by 15 collective negotiations agreements, and is responsible for institutional strategic initiatives and operations, which encompasses an expansive range of comprehensive service and business operations across the State of New Jersey. These include planning and construction, facilities, public safety and emergency operations, environmental health and safety, transportation, housing, and auxiliary/retail operations.
Posting Summary
Rutgers, The State University of New Jersey, is seeking a Supervisor Maintenance & Construction for the Division of Institutional Planning & Operations (IP&O). Responsible for the overall physical condition, regulatory compliance and appearance of all assigned University facilities and real properties, in accordance with established Service Levels and occupant needs.

Among the key duties of this position are the following:

  • Ensures efficient and effective management of physical resources, materials and equipment in the course of maintaining assigned facilities.
  • Monitors and/or coordinates the efforts of Physical Plant Units providing equipment maintenance, cleaning, and construction/renovation and/or systems installation/repair, to assigned area.
  • Supervises and coordinates the activities of all subordinates in the maintenance and general upkeep of all assigned facilities and real property.
  • Alone and/or with others conducts periodic inspections of the facility to assess equipment condition, compliance and aesthetic appearance.
  • Issue work orders to initiate and monitor necessary corrective action.
  • Makes recommendations and compiles reports based on tour findings.
  • Ensures that all safety and regulatory standards are met and adhered to in assigned facilities and real property including, but not limited to UCC, DCA, DOH, JCAHO and PEOSHA.
  • Initiates immediate corrective action and notice for issues under direct sphere of responsibility.
  • Issues notice and/or reports regarding all other instances/violations.
  • Ensures that all repair and/or renovation to assigned facilities and real property is preformed to limit disruption to area occupants and complies with "Interim Life Safety Standards" and "Infection Control Standards". When necessary coordinate and provide notice to appropriate department liaisons in regard to the same.
  • Utilizes Physical Plant's CMMS in the management of all facility repair tasks. Management responsibilities include the collection of metrics regarding calls received, calls dispatched, milestones, labor and cost expended, as well as productivity and utilization reports.
  • Develops cost estimates including justification and impact statements, in regard to required repairs in assigned areas. Reviews estimates/reports with superiors and initiates action as directed.
  • Maintains records of employee time, materials and services purchased, regulatory compliance work order logs, training records, as well as policy and procedure.
  • Assists in the development and management of daily operations and long - term capital renewal and replacement budgets for assigned facilities and real property.
  • Recommends staff members for hire, conducts staff evaluations and when necessary, initiates disciplinary action up to an including termination in accordance with university policy.
  • Understands and adheres to Rutgers-RBHS compliance standards as they appear in Rutgers RBHS Corporate Compliance Policy, Code of Conduct and Conflict of Interest Policy.
  • Keeps abreast of all pertinent federal, state and Rutgers-RBHS regulations, laws and policies as they presently exists and as they change or are modified.
  • Ensures that the staff are trained and evaluated on their knowledge of and adherence to compliance policies and procedures specific to their jobs.
  • Preforms other related duties as assigned.

Qualifications


Minimum Education and Experience
  • A minimum of five (5) years' experience in facility management, two (2) of which served in a lead, supervisory or management capacity.
Certifications/Licenses

  • A valid New Jersey driver's license.


Required Knowledge, Skills, and Abilities

  • Proficiency with Computerized Maintenance Management Systems, Microsoft Office Suite and/or relational databases.


Preferred Qualifications

  • Certification or licensure as a Facility Manager by BOMA, IFMA and/or New Jersey Department of Education is preferred.
  • Additional experience in a lead capacity can be substituted for certification requirement.

Physical Demands and Work Environment
Physical Demands: This position requires the individual to stand, walk, talk and hear over 2/3 of the time; to use hands to finger, handle or feel, and to reach with arms and hands up to 2/3 of the time; to sit, climb or balance, stoop, kneel, crouch or crawl, taste or smell less than 1/3 of the time. The job requires that a weight be lifted, or a force exerted up to 10 pounds 2/3 of the time, from 25 pounds up to 100 pounds less than 1/3 of the time. The position requires close, distance and color vision, peripheral vision and depth perception as well as the ability to focus.

Work Environment:The individual in this position may be exposed to environmental conditions such as fumes or airborne particles up to 2/3 of the time; to bio-hazardous materials or toxic or caustic chemicals that require the use of Personal Protective Equipment, to risk of radiation, wet of humid conditions (non-weather), outdoor weather conditions, work in high or precarious places, extreme heat or cold (non-weather), less than 1/3 of the time. Moderate noise is typical for the environment for this job.

  • The Supervisor Facilities Maintenance position has been deemed "Essential", requiring the staff member to be on-site when needed.
