About the Position

Dexis is seeking mid-level Knowledge Management (KM) Specialist(s) for a future requirement to perform data analysis, visualization, and database management to support a bureau at Department of State (DoS) handling global security assistance programs, military operations, and defense strategy and plans programming.

This position is contingent upon award and work may be split between the client's offices in Washington, DC and Dexis' offices in Arlington, VA with possible field travel to targeted security assistance recipient countries. May be telework-eligible pending approval from the client. This is a full-time position.


Responsibilities

The KM Specialist will assist the DoS KM Managers in identifying and organizing the information required to facilitate security assistance program processes and ensure that program information is available to monitor progress towards program objectives. DoS knowledge management is guided by continuous learning through analysis of a wide variety of information sources, including program reporting and data, innovations and learning that bring to light new best practices or call into question perceived wisdom, collected observations from those who have particularly deep or unique insight in a given area, and iterative adaptation of program implementation and, where relevant, strategy. The intent is to continuously assess the causal pathway to desired outcomes and adjust activities as necessary to yield the most effective courses of action for security assistance programs.

The KM specialist will help create the conditions for KM success by: understanding program processes and the data requirements for each step in the process; assisting in managing and organizing existing program data and analyses; maintaining relationships that facilitate collaboration internally and with external stakeholders; and assisting with translating new learning, as well as information about changing conditions, into iterative strategic and programmatic adjustments to DOS evaluation policies and definitions.

Specifically, the Specialist will:



  • Assist in the organization and recording of methods and repositories of information in a single location as designated by the KM Managers.
  • Through the process of surveying and categorizing existing program data and information available to facilitate security assistance programs, the KM Specialist will also assist in identifying gaps of needed program data and/or information.
  • Assist in the creation, maintenance, and administration of data collection efforts.
  • Research and analyze program data to identify program trends.
  • Identify mechanisms to collect program data.
  • Identify tools, systems, processes, and taxonomies to facilitate program analyses.
  • Coordinate and collaborate with the appropriate stakeholders within the Department of State and Department of Defense.
  • Contribute to the design and conduct of field testing of the evaluation methodology, participatory data collection methods and protocols, data verification techniques, and other analytical tasks.
  • This individual may be called on to help with other duties as assigned.


Qualifications

  • A Bachelor's degree from an accredited university.
  • Six (6) years of relevant experience.
  • Active Secret security clearance.
  • Excellent communication skills, including writing and presenting findings and analyses regarding the impact of security assistance.
  • Ability to provide analysis and critical thinking to complex matters of security assistance/ security cooperation, military operations, and international security.
  • Experience related to:


    • Preparing written analytical reports
    • Conducting surveys and providing analysis of results
    • Coordinating and collaborating with multiple stakeholders in different organizations and departments


  • Ability to multi-task, respond to quick turn-around requests, and prioritize tasks.
  • Flexible and adaptable to change, including changes in processes, requirements, and priorities.
  • Proficiency in Microsoft Office Programs (Excel, Word, PowerPoint, SharePoint).
  • Self-motivated and dynamic team player with a good sense of humor.
  • Have a current passport and able to travel nationally/ internationally to participate in conferences, oversight visits, and occasional exercises.


Preferred Qualifications

  • Master's degree.
  • Experience in the military or supporting military security cooperation/security assistance programs, and/or experience working with foreign militaries.
  • Creative problem solver with a strong statistical background.
  • Experience with Tableau, NVivo, and/ or other statistical and data visualization software a plus.

Below is the pay range aligned with this position. When developing a range, Dexis evaluates compensation holistically, triangulating between external market research, our budget for the position, and internal equity to arrive at a figure that is fair and competitive. Offers within this range will be based on an individual candidate's qualification, relevant education and experience, skills, performance, and organizational needs.

Dexis pay range for this role:
$77,000 $95,000 USD
