Position Summary

The Health Systems Resilience and Sustainability Advisor will primarily support the USAID Bureau for Global Health, Office of Health Systems as a Credence Institutional Support Contractor (ISC).

Health systems strengthening (HSS) efforts should include resilience, climate and health security considerations by promoting and strengthening capacity for effective and iterative risk management across all levels. Additionally HSS efforts should foster engagement of communities and across sectors to identify those actions that will increase system sustainability and resilience. The Health Systems Resilience and Sustainability Advisor will serve as the Office of Health Systems (OHS) technical advisor to ensure the integration of resilience, climate and sustainability related considerations into HSS programming.

USAID's OHS serves as a center of excellence and focal point for USAID's worldwide leadership and technical expertise in health systems strengthening (HSS). The Office is responsible for developing and leading implementation of the Agency's Vision for Health Systems Strengthening, developing the Agency's talent and ensuring widespread knowledge sharing in health systems, and providing field and program support to USAID Missions. OHS provides technical leadership and expertise within a network of HSS colleagues throughout the Bureau for Global Health in the development and implementation of USAID's agenda and strategy to promote effective, sustainable, country-owned health systems capable of promoting health, preventing disease, advancing reproductive, maternal, neonatal and child health and nutrition; combating infectious diseases including HIV/AIDS, malaria, tuberculosis and neglected tropical diseases; and addressing emerging public health priorities.

The Health Systems Resilience and Sustainability Advisor is a member of the Resilience and Sustainability Team within the Office of Health Systems (OHS) of the Bureau for Global Health (GH). The advisor is responsible for providing health system strengthening technical assistance to USAID operating units in Washington and in USAID missions, and supporting effective design, implementation, and management of USAID-funded health system strengthening activities, including those considerations and recommendations in documents such as Considerations to Integrate Climate Change Mitigation and Adaptation into Health Systems Strengthening Programming. The Health Systems Resilience and Sustainability Advisor will collaborate with OHS teams, GH bureau, and agency work streams and initiatives to advance the achievement of country goals around resilience, global health security and climate and health.



Salary Range

Full salary range for this position is $97,500 to $152,620 per year, with the starting salary determined based on candidate's knowledge, skills, experience, as well as budget availability.



Responsibilities include, but are not limited to the duties listed below

Global Leadership

    Serves as a technical resource in areas including, but not limited to, innovative approaches to ensure the efficiency, acceptability, and impact of climate resilience, adaptation, and mitigation interventions within HSS programs.
  • Supports the gathering of technical resources and information on a range of health system topics, including health policy related to the design, development, and implementation of innovative, effective, country appropriate programming for climate change and health resilience.
  • Provides recommendations on OHS efforts to track and capture lessons learned from USAID's health system strengthening programming with a focus on climate related resilience.
  • Supports USAID missions in design, assessment, and evaluation of HSS focused programs especially those inclusive of climate and health related activities.
  • Develops and provides technical guidance on the intersection of HSS, resilience and climate and health.
  • Participates in OHS and USAID internal and external meetings, and liaises with technical working groups, in relation to designing and implementing resilient and sustainable health system strengthening interventions in global health programs.
  • Participates in professional continuing education, skills training and professional meetings to enhance relevant technical skills and career development.

Country Support

  • Provide technical support and guidance to USAID Missions and country partners (ministries, non-governmental organizations, other donors, multilateral organizations, etc.) on health systems strategy and implementation in the public and private sectors, sharing leading practices and lessons learned for the design, implementation, and evaluation of health systems activities
  • Participation and liaising within GH country teams to support integration of health system strengthening in field programs, providing advice through such processes as program designs and evaluations, and reviews of Operational Plans, Mission Performance Plans and Reports and Health Implementation Plans.
  • Support USAID Missions in prioritizing health systems investments and in developing and implementing their HSS strategies, plans, program designs and evaluations.

Project Management

  • Coordinates centrally (USAID/Washington) managed grants, contracts, cooperative agreements, or other implementation instruments for global health system strengthening programs.
  • As requested, provides technical guidance on the preparation of scopes of work, budgets, and monitoring, evaluation, and learning plans.
  • Provides support and coordination of contractual, financial, reporting, and accountability processes as needed.
  • As requested, manages communications and correspondence with implementing partners and USAID's global Missions.


Education, Requirements and Qualifications

  • Masters degree and a minimum of 6 or more years of relevant experience, or bachelor's degree with 8 years, Associate's degree and 10 years relevant experience OR High School graduate and 12 years of relevant experience in a related field of study.
  • US citizenship with the ability to obtain and maintain a secret security clearance is required.
  • Knowledge of and experience working in the USAID operating environment, including Agency programming and procedures in Washington and in the field preferred.
  • Demonstrated professional judgment to interpret strategy; analyze, develop and present work; monitor and evaluate implementation of programs; analytical skills, problem-solving ability, and creative thinking.
  • Demonstrated experience in providing technical guidance in health system strengthening and climate and health.
  • Demonstrated knowledge of and professional experience in health system strengthening in low resource countries/settings, preferably including experience with the intersection of climate change and high-performing and resilient country health systems.
  • Ability to work in diverse teams to achieve results; balanced, open professional work style that includes both (1) teamwork and participation, and (2) leadership and individual initiatives.
  • Excellent oral communication and writing skills; ability to understand technical details and effectively communicate strategic insights to leadership.
  • Ability to work independently and with minimal supervision.
  • Willingness to travel to USAID partner countries, up to 25%.
