Overview

DecisionPoint Corporation is seeking a Deputy Program Manager to join our US Transportation Command - Global Transportation Planning Groups Operational Passenger Systems (GTP) (GOPAX) team. The Deputy Program Manager is responsible for assisting the Program Manager in the planning, execution, and oversight of complex IT projects. In addition to traditional management duties, the Deputy Program Manager serves as the Certified Scrum Master, guiding the development teams through the Agile process to ensure efficient delivery of high-quality software solutions. This dual role demands strong leadership and organizational skills to ensure that all deliverables meet both business and technical requirements. The Deputy Program Manager collaborates with senior leadership, stakeholders, and cross-functional teams to manage project timelines, risks, and ensure successful program execution.

This position is onsite at Scott AFB.



Duties & Responsibilities

    Assist the Program Manager in overseeing IT projects, ensuring alignment with project goals, schedules, budgets, and client objectives.
  • Act as the primary point of contact in the Program Manager's absence.
  • Lead Scrum ceremonies including sprint planning, daily stand-ups, sprint reviews, and retrospectives.
  • Ensure adherence to Agile best practices, facilitate continuous improvement, and remove impediments to progress.
  • Manage communications with stakeholders, providing updates on project status, risks, and key milestones. Ensure that client expectations are met, and issues are resolved promptly.
  • Work closely with technical and business teams during the planning, development, and deployment phases, ensuring all deliverables meet both technical and business requirements.
  • Monitor progress using Agile methodologies and ensure continuous delivery of working software.
  • Identify, assess, and develop mitigation strategies for project risks, ensuring successful project execution and minimizing impact to schedules and budgets.
  • Foster a collaborative team environment, working with cross-functional teams including developers, product owners, and QA teams to ensure the timely completion of sprints and project milestones.
  • Continuously improve the efficiency and effectiveness of Agile processes. Provide mentorship and guidance to team members, ensuring adherence to best practices in Agile and project management.
  • Maintain and update project documentation using tools such as Jira and Confluence.
  • Track sprint progress, backlog, and roadmap items, ensuring visibility for all stakeholders.
  • Ensure the program adheres to contract requirements, security standards, and schedules. Provide regular reports on performance, risks, and key metrics.
  • Assist in the transition phase-in and phase-out processes, ensuring a smooth handover of responsibilities and knowledge transfer between teams.


Qualifications

  • Active Secret Clearance.
  • Must hold an active an IAT Level II certification; CompTIA Security+ CE highly preferred.
  • Certified Scrum Master (CSM) or equivalent Agile certification.
  • Minimum of 4-6 years of experience in project management and Agile methodologies, with a focus on IT or software development projects.
  • BS in Computer Science, Information Systems, other related disciplines, or technical training
  • Proficiency in managing Agile processes using tools such as Jira and Confluence.
  • Strong understanding of the Scrum framework and Agile principles.
  • Experience with DevSecOps pipelines and tools (e.g., Jenkins, GitLab) is highly desirable.
  • Familiarity with project management tools, techniques, and best practices.
  • Excellent leadership and team-building skills, with the ability to motivate and guide teams to achieve project goals.
  • Strong communication skills, both verbal and written, for effectively collaborating with stakeholders and team members.
  • Proven ability to manage risks, resolve conflicts, and handle project challenges in a fast-paced, deadline-driven environment.
  • High level of organizational skills, with the ability to manage multiple priorities and ensure alignment between technical and business objectives.
  • Problem-solving mindset with a focus on delivering value to clients and ensuring project success.
