Description
Program Protection/Operational Security (OPSEC) Analyst Location: Arlington, VA Supporting: Project MAVEN Classification: Full Time/Exempt Status: Active # of openings: 1 Position Overview The Program Protection/OPSEC Analyst is a Proactive Protection Subject Matter Expert (P2/OPSEC SME) providing P2 support to DoD artificial intelligence/machine learning (AI/ML) efforts in support of the warfighter. The P2/OPSEC SME develops, executes and sustains an effective life-cycle protection strategy by applying enhanced protection methodologies (EPMs), critical thinking, and traditional security and Counterintelligence (CI) disciplines. The P2/OPSEC SME accomplishes this in a manner that preserves current and future programs in a cost-effective, schedule compliant manner, with minimum risk to compromising program information, personnel and missions. Primary Duties
- Ensure Critical Program Information (CPI) developed by the program is properly protected
- Lead in the identification of CPI
- Lead in the identification of Critical Information
- Develop countermeasures (CMs) to protect both
- Ensure horizontal protection is established and maintained, in compliance with DoD requirements
- Protect analytical tools and methods needed to help military and civilian analysts encumbered by the sheer volume of full-motion video data that DoD collects every day in support of counterinsurgency and counterterrorism operations
- Articulate, create, develop, coordinate, and manage P2 strategies including but not limited to:
- P2 Planning and Execution
- P2 Security Education and Awareness training (SEAT)
- Observables Identification and Containment (OI&C)
- External Interface and Transactions (EI&T)
- Political, Operational, Economic, Technical & Security (POETS) methodology
- Supply Chain Risk Management (SCRM)
- Operational Security (OPSEC)
Specific Expectations
- Lead program stakeholders in periodic identification and validation of program-specific CPI and de-conflict protection requirements for inherited/shared CPI from other programs
- Assist program stakeholders with definition/execution of realistic success criteria, tailored to project objectives and mission requirements
- Develop and oversee implementation of CMs to preserve CPI
- Ensure Horizontal Protection IAW DoD requirements
- Provide tailored training on applications of EPMs, associated critical thinking and analytical program solving
- Ensure completion of traditional SEAT by program staff
- Provide tailored training and ensure implementation of an OI&C process to anticipate exposure points, sustain protection strategies, protect CPI and develop a more vigilant and engaged program team
- Using EI&T, identify and maintain relationships outside of the program that help in the development of contingency options critical to the successful development, acquisition, testing, training, operation and decommission of program-specific CPI and CI
- Commercial Vendor Outreach/Security Familiarization
- Intelligence and Security Community Coordination/De-confliction
- Sensitive Test Plans
- Contingency Response Planning and Execution
- Develop innovative and proactive analytical methodologies
- Refine existing P2 analytical methodologies to meet evolving program needs
- Periodically review/revise the program Security Classification Guide
- Using POETS, help planners look at decision points from a multi-dimensional viewpoint
- Assist in Threat Travel Briefings/Debriefings
- Lead in the development and oversee implementation of Transportation Plans
- Identify possible SCRM vulnerabilities and promote corrective action
- Develop and maintain a program OPSEC program
- Review organizational mission statements and associated publicly available technology program information for inconsistencies which may reveal sensitive information
- Identify/analyze vulnerabilities and identify/rank possible OPSEC countermeasures to mitigate each vulnerability
- Assist the program in the application of appropriate OPSEC countermeasures
- Maintain contact with the Interagency OPSEC Support Staff (IOSS) and develop or import appropriate OPSEC awareness products and or training materials and promulgate to project personnel
- Conduct annual OPSEC Assessments
Qualifications
Required Skills (Knowledge, Skills, Abilities)
- Extensive knowledge in identification and protection of CPI
- Extensive knowledge of horizontal protection methodologies
- Extensive knowledge in the development, application, and execution of Security Classification Guides
- Extensive knowledge of Special Access Program security
- Extensive knowledge of life cycle program protection as promulgated in DoDI 5000.02, DoDi 5200.39, DoDI 5200.4, DoDI 85000 Series, DoDI 8582.01, and other applicable program protection policies
- Apply working knowledge of Executive Order 13526, NISPOM, NISPOM Overprint, ICD series, DCID series, DoD 5205.7 SAP Manuals, and other applicable security policies
- Previous experience in the DoD RDT&E environment strongly desired
- Attend meetings (either locally or out-of-area) and create meeting summaries or trip reports
- Possess the energy, experience, and subject matter expertise to demonstrate sound judgment, foresight and problem solving skills in a fast-pace S&T RDT&E environment
- Possess excellent organizational and communication skills; demonstrating an ability to communicate, interact easily and effectively with a wide variety of individuals and echelons in both written and verbal forms
- Manage and maintain detailed information and documentation
- Possess excellent research and data-gathering skills with an ability to interpret/analyze complex information within operational Research & Development (R&D) / S&T environments
- Work independently, as well as in a team environment, within the bounds and guidelines of the organization
Clearance
- Minimum of active Top Secret (TS)
- TS/SCI strongly desired
- Subject to a random counter-intelligence scope polygraphs as a condition of access eligibility.
Years of Experience/Education Requirements
- Bachelor's Degree, and a minimum of 12 years of qualifying, related experience or an Associate degree with 15 years qualifying, related experience.
- Must have at least 8 years of experience dedicated to S&T, RDT&E in support of unclassified, collateral, SAP, and SCI programs
Certification Requirements
- Required to have completed, or successfully complete within 1 year of assuming the position, the Interagency OPSEC Support Staff OPSEC Fundamentals courses listed below hosted by the Defense Security Service (DSS) Center for Development of Security Excellence (CDSE).
- Public Release Decisions Course (OPSE 1500)
- OPSEC Analysis and Program Management Course (OPSE 2500)
- OPSEC and Web Risk Assessment Course (OPSE 3500)
Travel Requirements
- Ability to travel to CONUS and/or OCONUS locations
- Must have active US passport for OCONUS travel requirements
- Limited travel within the region
