POSITION SUMMARY

This position is part of the Director of Residential Services administration to work collaboratively to oversee Certified and Uncertified programs. This position is responsible for continued management, development and performance improvement of GHV's Residential Programs. The Director of Residential Services ensures that quality services are implemented in accordance with Gateway's policies & procedures, OMH, OPWDD, Medicaid, HUD, and other certifying bodies which govern the programs. The Director of Residential Services provides/assists in the development and implementation of new residential programs and functions as a Qualified Mental Health Professional/Qualified Intellectual Disabilities Professional (QMHP/QIDP) as needed. The Directors of Residential Services provide back up support to the VP of Residential Services as needed.

ESSENTIAL RESPONSIBILITIES

1. Assist in planning, developing, directing, backing up and evaluating all of residential rehabilitation programs. Make recommendations to the VP of Residential Services for programmatic expansion needs.

2. Recruit, develop, supervise and evaluate Residential Managers and programmatic staff as necessary in the absence of the Residential Manager(s).

3. Plan for effective and efficient learning opportunities for Residential staff.

4. Accountable for reporting and certification compliance with OPWDD, OMH, Medicaid, HUD, and other regulatory bodies. Delegate the associated duties and preparation to the responsible residential management staff.

5. Support the Vice President in the creation and management of budgets for both new and ongoing residential programs, ensuring alignment with GHV's financial health and growth objectives. Develop and manage direct reports and their senior counselors in the process and development of program budgets. Ensure adherence to Finance policies and procedures as it applies to all fiscal matters.

6. Acts as a backup for the Director of Residential Services peer in his or her absence and during cross team evaluation/audit/development process.

7. Ensure all program/regulatory documentation is provided/compliant on a monthly basis and in advance of submission of Medicaid Billing.

8. Oversee the maintenance needs of all residential facilities with the Director of Facilities Maintenance/Safety Officer and vehicle maintenance needs with the Transportation Director. Delegate site specific responsibilities to the appropriate residential management staff.

9. Represent GHV's Residential Services at local, regional and statewide meetings. Participate in committees and management meetings as required or assigned.

10. With the VP, function as Ulster, Columbia, Greene, Albany and Dutchess County liaison; attend Residential Planning, ACL Workgroup, ACL Regional Meetings and others as assigned. In conjunction with the VP, perform public relation duties.

11. Facilitate and lead departmental training, Satisfaction Survey and monthly managers, Quality Assurance and Health/Safety team meetings on a rotating basis with other members of the Residential Management team. Ensure that minutes/follow-up to all items identified are addressed in a timely manner. Ensure that all staff attends required training sessions.

12. Participate in required meetings to include but not limited to: SPOA as required, Movement, Incident Review, Health and Safety, Management Meetings, agency high risk, and Length of Stay.

13. In coordination with the VP of Residential Services and the Chief Compliance Officer ensure the implementation, management and quality of improvement plans for Residential Services. Work with the VP of Residential Services to submit the quality indicators, benchmarks and reports as requested.

14. Develop and implement each programs' policies and procedures systems. Hold leadership staff accountable for understanding and using this model in their specific areas.

15. Ensure that staff is knowledgeable of all applicable regulations and laws.

16. Responsible for ensuring that all requested quarterly, health/safety, LGU and grant reports are completed in a timely manner to meet compliance with regulators and funders.

17. Provide a supportive environment and function as a role model. Create a therapeutic and safe environment for residents and staff.

18. Collaborate with the Nursing Department to ensure compliance for all applicable programs.

19. Maintains a work environment in a clean, organized and safe manner. Investigate serious incidents for their root causes and uses the events as opportunities for systems improvement and staff development. Ensure all accidents are promptly reported to immediate supervisor and Human Resources. Be familiar with the Safety and Health Accident Prevention Program and abide by all safety and health rules, work practices, and regulations. Ensure all accidents are thoroughly investigated and properly documented.

20. Ensure direct reports supervise and evaluate employee health and safety performance and staff know what to do in the event of an emergency. Ensure Residential staff is competent in the recognition and management of potentially dangerous situations and report near misses and incidents as required by regulation and safety standards of practice.

21. Responsible for understanding and adhering to Gateway Hudson Valley's Corporate Compliance Policy and Standards of Conduct. Will keep abreast of all pertinent federal, state and Gateway Hudson Valley's regulations, laws and policies as they presently exist and as they change or are modified. Insure that staff is knowledgeable of all applicable regulations, laws and policies.

22. Be available for emergency contact via cell phone.

23. Attend conferences for training and professional growth as approved.

24. Perform other duties as may be assigned by immediate supervisor or other individuals from the GHV leadership team.


Qualifications

REQUIRED QUALIFICATIONS

Education:



  • Bachelor's degree in human services or related field



Experience:



  • Four (4) years of related residential/human services experience inclusive of two years of supervisory work
  • QMHP/QIDP qualified



PREFERRED QUALIFICATIONS




  • Master's degree in human services or related field
  • 3 years of experience in an OPWDD program



REQUIRED SKILLS




  • In depth knowledge of OMH, OPWDD, Medicaid, and HUD regulations

Position requires traveling between sites, occasional lifting up to 20 lbs., and climbing stairs.

REGULATORY CLEARANCES REQUIRED:
