Summary of Position
The National Center for START Services ( NCSS), is an initiative that works to strengthen efficiencies and service outcomes for individuals with IDD and mental health needs in the community. It was established at the University of New Hampshire Institute on Disability/ UCED in 2009, to provide technical support, clinical expertise, and training and consultation services. https://centerforstartservices.org/The Center manages an annual budget of over $6M with research grants, contracts and services reaching more than 20 states, the National Research Consortium on MHIDD, as well as employing over 35 full and part-time faculty and staff.
The Executive Director (ED), under the general supervision of the IOD Director, will have overall strategic and operational responsibility for NCSS faculty/staff, research grants, contracts and services, expansion, and execution of its mission. She or he will, have or develop, a deep knowledge of the MH/ IDD field, core needs and programs, and business operations.

  • A Master's degree in a related field.
  • Eight or more years senior nonprofit management experience and/or related background experience.

  • A history of successfully generating new revenue streams and improving financial results.

  • Strong financial management skills, including budget preparation, analysis, decision making and reporting.
  • Creative problem-solving skills in a positive and collaborative manner.

Duty/Responsibility
Leadership
The ED oversees and provides strategic guidance and leadership to the Senior Management Team representing clinical, research, training, and business operations. The executive director will be able to clearly articulate the vision, mission, theory of change, and strategic direction of the organization. That way, they can efficiently align the entire organization so that everyone is rowing in the same direction.
In this position, the ED will directly supervise members of the Senior Management Team and will provide problem solving, mentoring and constructive feedback on a regular basis. This effort will support team members in their assigned roles and responsibilities, manage methods of efficiency and processes of productivity, along with reviewing performance and developing improvements.


Duty/Responsibility
Management
Ensure ongoing local programmatic excellence, rigorous program evaluation, and consistent quality of finance and administration, communications, and service deliverables; recommend timelines and resources needed to achieve the strategic goals.
Participate in UNH/ IOD management activities as needed.

Advisory Council
The NCSS executive director will facilitate engagement with the START National Advisory Council comprised of individuals with lived-experience, family members, and professionals from across the U.S. The mission of the Advisory Council is three-fold: 1) To help establish a working relationship between START programs and Learning Communities across the nation; 2) To review outcomes associated with the model and associated approaches, and help transition START from evidence-informed practice to evidence-based practice; and 3) To explore plans for long-term financial sustainability of the START model by collaborating with Managed Care Organizations, CMS, and other federal agencies, state authorities, and important partners.
The ED is responsible for communicating effectively with the Advisory Council and providing, in a timely and accurate manner, all information necessary for the support the Council needs to provide valuable feedback, advice, and recommendations.

Public Relations and Communications
The ED will serve as the internal ( IOD and UNH) as well as the external (public) face of the organization. This role is the most visible and concrete embodiment of the NCSS and requires that she/he maintain strong relationships among peers ( IOD/ UNH/ AUCD), project collaborators, key stakeholders (state/federal organizations, grant sponsors and contractors), and others.
Oversee, deepen, and refine the effective communications and marketing efforts, via dedicated staff, from web presence to external relations with the goal of creating a stronger organization and identified brand. Maintain cutting edge content and share with key stakeholders.


Duty/Responsibility
Financial Management

The ED is responsible for developing and maintaining the conditions for maximum resource utilization and financial success. This includes working with the clinical and research teams to conduct outreach to state and federal partners, apply for research grants, and ensure compliance with all deliverables as contracted. Further, the ED will demonstrate an ability to read and understand financial documents. This includes grant and contract budgets, and contract documents. They will also understand and participate in USNH hiring and personnel regulations and processes to ensure the recruitment, hiring and retention of competent, qualified staff. She/he will work with and support the NCSS Director of Operations and collaborate with the IOD Finance Team and UNH Sponsored Program Administration staff.

Organizational Development
The ED will facilitate NCSS to fulfill its mission by advocating for the right systematic changes, whether those are related to internal or IOD/ UNH policies, financial procedures or systems, team norms and expectations, or program and services outreach.
The ED will lead the effort in strategic planning with all NCSS faculty and staff, to set overall goals for the organization and develop a plan to achieve them with an annual review and update.

Compliance
The ED is responsible for understanding the requirements and ensuring that the NCSS is operating in compliance with all IOD/ UNH/ USNH regulations and grant/contract terms and conditions. Beyond required compliance, the NCSS will also adhere to the highest ethical standards possible.
