This position is responsible for the management of the complex telecommunications environment for the Mercy Health System. Direct responsibility will be the assurance of service and performance of the 7 x 24 x 365 operation of the telecommunications networks and related services for the System's facilities by performing the following duties. May be required to work flexible hours and alternate shifts. Performs other duties as assigned.


Responsibilities

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Performs routine duties and maintenance for telephone and assigned communications systems.
  • Manages switchboard function at Janesville hospital and assists with switchboard at East, Woodstock and Walworth clinics.
  • Supervises work of assigned staff with responsibility for hiring, training, employee vacations and reviewing work assignments.
  • Ensures systems capacity and reliability to meet changing demands and requirements.
  • Coordinates system testing, new installations, additions, moves, changes and alterations to telephone and communications system and equipment.
  • Identifies and addresses problems regarding the telephone and related communications systems. Coordinates with end users on development and management of services to meet business needs. Develops long and short term goals and objectives for the telecommunications operations that are consistent with the system's goals and objectives.
  • Evaluates and makes recommendations for purchase of new telecommunications equipment and systems. Utilizes RFP process, performs contract management and negotiations with selected contractors
  • Manage the development and implementation of departmental administrative and operational policies and procedures.
  • Prepares capital and operating budgets for Communications Department. Acts as backup switchboard operator as needed.

EDUCATION, TRAINING, & EXPERIENCE
Bachelor's degree (B. A.) from four-year college or university; or five or more year's related experience and/or training in communication field, preferably some at supervisory level.

CERTIFICATION/LICENSURE
Valid driver's license

SPECIAL PHYSICAL DEMANDS
The Special Physical Demands are considered Essential Job Function of the position with or without accommodations.
Manual dexterity need to operate and maintain telephone system/installation of cabling. Medium work exerting 10 to 25 lbs of force frequently and 25 to 60 lbs of force occasionally. While performing the duties of this job, the employee is frequently required to sit, handle, finger, feel, reach, talk and hear. The employee is occasionally required to stand, walk, stoop, kneel, crouch and crawl. Specific vision abilities required by this job include frequent close vision and ability to adjust focus and occasional distance vision. Manual dexterity needed to operate telephone and keyboard.

LEVEL OF SUPERVISION
Requires a high level of independent judgment. The position has substantial latitude for independent action.
