About the Department |
The Office of Contracts and Grants oversees post-award administration for NC State University. Contracts and Grants staff supports department and college Research Administrators, faculty, and staff by managing the cornerstones of Post-Award Administration including: project ID setup, deposits, invoicing, letter of credit draws, accounts receivable, financial reports to sponsors, new award/attribute review, audit coordination, prior approval request, regulatory checklists, effort reporting and general compliance oversight. |
Essential Job Duties |
The Fiscal Manager in the Office of Contracts and Grants applies extensive knowledge of Generally Accepted Accounting Principles (
GAAP), Code of Federal Regulations (
CFR), and the Uniform Guidance, and Committee of Sponsoring Organizations (
COSO) guidelines to the terms and conditions of awarded sponsored research projects at NC State University. In this role you will ensure research financial actions at NC State University complies with federal, state,
UNC Systems and NC State University regulations and adheres to the terms and conditions of the sponsored awards agreement in order to facilitate funding and mitigate non-compliant issues.
Key responsibilities include but are not limited to:
- Review project expenses, invoices, and modifications for compliance with award terms and timelines.
- Prepare and submit financial reports, cost share data, projections, and invoices.
- Guide PIs and research staff on applying federal and state regulations.
- Collaborate with departments and sponsors to resolve payment issues.
- Manage cash flow, Letter of Credit balances, and project closeouts.
- Maintain financial analysis and reconciliation systems.
- Stay updated on regulations and provide training to university personnel.

Qualifications
Minimum Education and Experience |
Bachelor's degree with 12 credit hours of accounting coursework; or Associate's degree in Accounting; or Associate's degree in Business or related discipline with 12 credit hours of accounting coursework; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions. |
Other Required Qualifications |
- Ability to understand, interpret and apply Generally Accepted Accounting Principles (GAAP), Office of Management and Budget Circulars, Code of Federal Regulations (CFR), the Uniform Guidance, and terms and conditions associated with grants and sponsored research contracts and ensure audit compliance.
- Strong analytical skills with the ability to effectively communicate complex information both verbally and in writing. Proven ability to understand and apply complex regulations and concepts to ensure financial activities comply with established guidelines.
- Proven track record of identifying, assessing, and resolving unprecedented problems through comprehensive research and review of policies and regulations, applying sound judgment for resolutions based on delegated authority.
- Experience addressing client needs and navigating sponsor regulations and expectations while fulfilling unique requests and meeting competing deadlines in a fast-paced environment.
- Demonstrated commitment to engaging in ongoing professional development to stay current with changes in Federal, State, industry standards, and/or UNC Systems, and NC State University regulations policies.
- Proficiency in MS Word, Access, and Excel, with a demonstrated ability to quickly learn and adapt to new software and systems.
