Cultural Resources Specialist - Senior Level (Hybrid)

Job Description:

Summary:

The person in this position will work with Barr scientists and engineers, clients, and regulatory agencies to address cultural resources and regulatory issues related to Barr projects. Work may include:

  • Performing due diligence reviews for cultural resources

  • Developing documentation and coordinating with the State Historic Preservation Office and Tribal Historic Preservation Program for Section 106 concurrence

  • Drafting and reviewing sections of NEPA documents

  • Assisting with permit applications and other technical writing

  • Helping clients interpret regulations and work within regulatory constraints

  • Developing and editing reports required for project approvals

  • Preparing documents and reports related to the mitigation of project impacts

  • Coordinating and/or conducting field studies, including managing cultural resources subconsultants

Minimum Qualifications:

  • Master's degree in industrial archaeology, archaeology, anthropology, historic preservation, a related field, or equivalent education and experience

  • 10 years of experience in cultural resources management

  • Meets the Secretary of the Interior's Professional Qualification Standards in archaeology or history

  • Ability to obtain required permits to perform and manage archaeological surveys on federal, state, and public land in the Upper Midwest or Northern Plains

  • Demonstrated knowledge of Section 106, the National Environmental Policy Act (NEPA), and state regulations concerning cultural and natural resources management

  • Experience with literature reviews, field surveys, National Register evaluations, data recovery investigations, construction monitoring, scheduling, budgeting, and report preparation

  • Cultural resources and regulatory experience with a variety of project types and sizes and in a range of applicable state and federal regulatory settings throughout the Midwest or Northern Plains

  • Experience as a principal investigator performing and directing others in literature reviews, field surveys, National Register evaluations, data recovery investigations, construction monitoring, scheduling, budgeting, and report preparation

  • GIS experience

  • Task and project management experience, including development of scopes of work, schedules, and budgets

  • Ability to work cooperatively, especially with with local, state, and federal regulators

  • Superior writing, editing, and communication skills

  • Possession of a valid driver's license and acceptable driving record

  • Legal authorization to work in the United States without the need for sponsorship from Barr, now or in the future

Preferred Qualifications:

  • Experience facilitating engagement and/or consultation with tribal communities

  • Experience developing programmatic agreements and/or memoranda of agreement

  • Experience or interest writing cultural resource and related (i.e., aesthetics, recreation) sections for environmental review documents

  • Experience managing subconsultants performing cultural resources work

  • Experience leading and/or presenting at public meetings

  • Willingness to travel and complete fieldwork for short-term, out of town assignments

  • Demonstrated success in business development activities, including client engagement and proposal development

A hybrid work arrangement may be considered for this position. A hybrid work arrangement refers to splitting time worked between a Barr office and a home office. This position may be based out of Barr's Duluth or Minneapolis, Minnesota, or Bismarck, North Dakota, offices.

NOTE: Some work locations may feature rough terrain, steep slopes, and dense vegetation. Job assignments may also involve work on construction and industrial sites with limited accessibility, moving machinery, and other conditions typical of industrial facilities. Applicants may be asked to participate in a drug screening program at the request of specific clients.
