Assistant Director - Transportation

The Assistant Director position works closely with the Transportation Director and acts on behalf of the Transportation Director to: lead, plan, develop, and maintain the daily operations for student transportation and related activities for Baltimore City Public Schools. Recommend and implement budgetary control procedures to include contract negotiations, administration, and fiscal accountability. Ensure efficient daily operations providing both administrative and supervisory oversight of staff performance, bus maintenance, safety and training, customer service and mailroom operations.


Essential Functions



  • Assists the Director of Transportation to ensure system-wide transportation services are safe, timely and cost effective.
  • Develops and makes presentations regarding transportation services, programs, and activities before senior management, community groups, and the Board of School Commissioners.
  • Assist in the oversight, screening, and training of bus drivers and bus aides.
  • Ensures that all bus drivers are in full compliance with Baltimore City Public Schools performance standards and procedures and all Maryland DOT rules and regulations regarding the safe operation of school buses.
  • Assist in the oversight of the utilization and maintenance of all Baltimore City Public Schools owned and contracted buses and vehicles to ensure they are able to operate in a safe and efficient manner.
  • Enforces and negotiates the terms of transportation contracts, while eliminating impediments to quality service.
  • Ensures that critical special education transportation needs and requirements are met and that all applicable federal, state and local laws and regulations are compiled to at all times.
  • Oversees the overall operations of the Baltimore City Public Schools mail center including developing programs and methods to offer new and improved services while seeking to reduce system-wide costs.
  • Assist in the development of the transportation budget.
  • Assist in the development of project plans, work breakdown, structures and schedules required to successfully complete projects on time and within budget constraints.
  • Assists in the management of staffing and performs other human resources, finance and payroll related functions for transportation employees.
  • Provides appropriate supervision, mentoring and professional growth and development opportunities to assigned staff. Such responsibilities include staff performance reviews, and the development and implementation of individual development plans to include keeping abreast of current developments, literature and technical sources of information.
  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; federal laws, state laws, Board policy and professional standards.

Desired Qualifications



  • Bachelor's degree in related field of study preferably in business administration, accounting, finance or transportation. Master's degree preferred in Business Administration, Public Administration, or Transportation. Degree (s) must be from an accredited college or institution.
  • Four years of supervisory/administrative/leadership experience in transportation.
  • Experience in project management, preferably in a public education or university setting.
  • Experience in contract negotiations, budget preparation, and fiscal management.
  • Knowledge of Maryland Transportation laws and bus transportation best practices and procedures.
  • Excellent verbal and written communication skills, including the ability to make persuasive presentations.
  • Proficient in the knowledge and use of technical computer applications.
  • Ability to provide effective supervision and management to staff.
  • Ability to manage and coordinate a large multi-million dollar operating budget.
  • Ability to plan and implement training programs for assigned staff.
  • Ability to interpret and monitor contract terms for private contractors.
  • Ability to establish and maintain effective working relationships with agency officials, contractors, and others.
  • Proficient in the use of technical computer applications, including all, but not limited to Microsoft Office.
  • Ability to work in a fast paced environment with attention to detail.
