Position summary: Responsible for acquiring real estate for Public Works projects.

Essential Functions and Responsibilities



  • Conduct very complex title research
  • Prepare complex land acquisition forms
  • Establish current market value of subject land including MAR/appraisal work
  • Conduct very complex negotiations with landowners to secure properties through purchase, donation, or condemnation
  • Assist in the preparation of complex bid proposals, project estimates, purchase orders, specifications, and drafts contract documents for projects
  • Conduct very complex relocation assistance work as required in accordance with the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, As amended (Uniform Act)
  • Serve as Project Manager on complex right of way projects
  • Lead and manage team members by providing leadership and continuous performance management (setting expectations, goals, feedback, 1:1 meeting, coaching) that supports the growth and development of the team.

Required Experience

  • High school diploma or equivalent
  • 10+ years of related experience


Qualifications Preferred



  • KYTC experience
  • Land use and acquisition courses
  • The ability to negotiate very complex transactions
  • Complex problem solving skills
  • Ability to testify in court and hearings
  • Maintain poise under stressful situations
  • Extensive real estate experience. Familiarity with titles, real estate documents, and legal descriptions
  • Land use and acquisition courses particularly courses offered by the International Right of Way Association
  • Senior Right of Way (SR/WA) designation from the International Right of Way Association
  • Real estate experience, familiarity with titles, real estate documents, and legal descriptions
  • Bachelor's Degree and/or college course work including real estate courses


Working Conditions

Some work is performed within a general office environment. Work is generally sedentary in nature, but may require occasional standing and walking. Lighting and temperature are adequate and there are no hazardous or unpleasant conditions caused by noise, dust, etc. within the office environment.

Significant field work (50% or more) is required where work may be conducted outside in heat/cold, wet/humid, and dry/arid conditions. Some lifting (up to 25 lbs.) may be required as needed.
