RAND Social and Economic Well-Being seeks to actively improve the health and social and economic well-being of populations and communities throughout the world. Our aim is to producehigh-quality and consumable research and analysisthat addresses critical factors necessary to promote health, social and economic well-being and to support decisionmakers and policy influencers in using the best and most practical approaches to solve social and economic problems.

Program Description

RAND Social and Economic Well-Being seeks a Program Director for its Community Health and Environmental Policy program. The program seeks to address the question, How do we create economies and environments that positively support health and well-being? TheCommunity Health and Environmental Policyprogram focuses on such topics as infrastructure, climate change, science and technology including commercial space policy, industrial policy, energy transitions, disaster response and resilience, community design, community health promotion, migration and population dynamics, transportation and broader environmental quality, as well as other policy concerns that are influenced by the natural and built environment, technology, and community organizations and institutions that affect well-being. The program includes theRAND Center for Climate and Energy Futures, theCenter on Housing and Homelessness, and a shared RAND effort called the Economics and National Security Initiative.

Responsibilities

The program director will need to demonstrate interests in building portfolios of work, supporting researchers to develop research ideas, and thinking creatively about the range of policy influencers and potential clients and stakeholders for work in this program (e.g., across public and private sector and philanthropy). The program director must demonstrate interests in growing work in the U.S. and globally. In addition, the program director will need to provide intellectual input on the overall division and work in concert with other divisions within RAND. Finally, the program director should be committed to supporting corporate strategic initiatives especially those that relate to the key objectives of increasing diversity, sharpening the policy context of our work, and advancing innovation. This program also links closely with corporate topical priority areas in climate and energy; technology; and inequality and inequity in particular.

Qualifications

• Broad knowledge and deep understanding of community health, environmental policy, infrastructure, economic security, and so forth

  • Note that given the breadth of the program, it is not expected that a director is expert in all areas but can demonstrate the ability to draw in and leverage the expertise of others to inform the program development, particularly in these key areas: Systems transitions in climate, energy, technology and the economy; and health and well-being across the lifespan and the role of infrastructure and institutions

• Research and analysis capabilities, leadership and organizational management skills, and the ability to market and manage a research program

• Exceptional abilities in interpersonal relations, managing staff and client relationships, and in written and oral communications

• Demonstrated commitment to the principles of diversity, equity, and inclusion including working with people of diverse backgrounds and perspectives across all levels

• Willingness and ability to travel for marketing, project, and client engagements

Education Requirements

Master's degree or Phd in a related field

Experience

Experience equivalent to RAND full level researcher with a minimum of 7+ years required conducting policy research in a government, corporate or research environment.

Experience equivalent to a RAND senior level researcher with 10+ years of experience preferred.

Term

This is a five-year term position, with an option to extend 1-2 years subject to management approval.

Management responsibilities supporting the Community Health and Environmental Policy Program will cover half the incumbent's time. The other half of the incumbent's time will go towards conducting and/or leading RAND research projects.

Location

Santa Monica, CA; Washington DC; Pittsburgh, PA; Boston, MA. This position is a flex role, which provides the opportunity for work from home and the office, with at least 50% of days worked on-site at one of the RAND offices required. Fully remote is not available for this role.

Salary Range: $115,400 - $262,500

Full Researcher: $115,400 - $190,000

Senior Researcher: $152,700 - $262,500

Hiring ranges for Economists, Management Scientists and Physician Researchers are slightly higher than the ranges shown.

At RAND, the research program management role is a termed assignment that is performed by an experienced researcher, but the researcher role is not a termed position. The candidate selected for this role will be offered regular employment with RAND as a researcher. RAND considers a variety of factors when formulating an offer, including but not limited to, the specific role and associated responsibilities; a candidate's work experience, education/training, skills, expertise; and internal equity.Successful candidates will be offered employment as a Full or Senior researcher in a specific title, as determined by the candidate's education and experience. The salary range includes base pay plus RAND's sabbatic pay (which provides compensation above base pay when vacation is taken). This position may also be eligible for additional compensation.
