About the Position

Dexis is seeking an experienced Deputy Chief of Party to help lead ananticipated multi-year contract with the USAID mission in Jordan. The purpose of the Activity is to assist USAID/Jordan to create a dynamic learning environment among development actors that is focused on innovation, quality, and knowledge sharing. The Activity will support the Mission through services for designing and conducting evaluations, monitoring the performance, and applying learning and adaptive management, while building sustainability through capacity building of USAID and Implementing Partner (IP) staff as well as local stakeholders. This is a long-term position based in Amman, Jordan. This position is contingent upon contract award.


Responsibilities


  • Support the COP in the oversight and administration of the contract.
  • Directly supervise and manage the Sr. MEL Specialist, the CLA Lead, the Strategic Communications Specialist, and the Rapid Procurement Mechanism (RPM)

    • Oversee the entire technical teams, including ensuring high-quality and timely submission of deliverables generated under these aforementioned positions.


  • Advise and provide quality assurance on program design, quality development, and production of reports, presentations, and final deliverables.
  • In coordination with the COP, lead and manage visioning/strategy sessions, the work planning. Ensure integration of new USAID policies and procedures into deliverables.
  • Manage relationships with the client, implementing partners, and local MEL organizations (LMOs).
  • Ensure that short-term technical experts recruited under this contract are of a high caliber and possess the required technical expertise.
  • Provide technical assistance and training, as needed, for USAID, implementing partners, LMOs, and government counterpart staff.


Qualifications


  • Bachelor's Degree with preference for related field.
  • Minimum of 10 years of relevant experience implementing development activities
  • More than 5 Years of experience in MEL, CLA, and/or adaptive management.
  • Experience with relevant USAID ADS and polices relating to MEL, CLA, GESI, and/or localization.
  • Demonstrated leadership and management ability and effectiveness in team-oriented work environments.
  • Demonstrated experience in cooperating with partners in implementing multidimensional and complex interventions in the field, including the ability to diplomatically manage sometimes difficult implementation issues while sustaining good interpersonal relationships with staff and counterparts.
  • Excellent reporting and organizational skills, with a high level of attention to detail.
  • Strong computer skills and ability to work with Google and Microsoft-based platforms.
  • Proven ability to maintain productive working relationships with government officials, private sector actors, and other stakeholders
  • Ability to serve as acting Chief of Party in his/her/their absence
  • Excellent presentation and communication skills required.
  • Professional proficiency in oral and written English required.



Preferred Qualifications


  • Fluency in Arabic preferred.
  • Prior experience working in Jordan preferred.
