Description
Reporting to the Director of the Research Business Office (DRBO), the Research Business Manager (RBM) provides advanced research administration, financial management and subject matter expertise to a research center, department, institute or program. The individual supports the Center Director, faculty, scientists, trainees and staff and directly oversees Grant Finance Administrators and other staff as assigned. The Research Business Manager (RBM) is responsible for supporting the Center, ensuring that strategic objectives/deadlines are achieved. The RBM is tasked with reviewing and monitoring contract and grant proposal applications and awards, ensuring compliance for clinical research as well as bench research, reviewing and approving expenditures, delegating work flow, managing proposal activity with support staff and multiple Principal Investigators (PIs), monitoring financial management of funding, interacting with other centralized offices such as The Foundation, Institutes, Tech transfer, Human Resources, Accounts Payable, Research Accounting, Grants and Contracts, scientific core facilities, and other auxiliary offices. The RBM will provide subject matter expertise to guide and assist the DRBO and leadership with short and long-term administrative decisions. The RBM will meet regularly with the Center Director and PIs to resolve budgetary and/or laboratory financial and/or operational issues. The individual will lead the development of SOPs and will develop educational training programs as assigned. The range of duties is broad and requires an understanding of the mission and goals of an academic research institution and/or teaching hospital and large complex sponsored research portfolio.
Qualifications
Minimum Education Bachelor's Degree Business administration, hospital administration, public administration or other related field. Years of experience may be substituted for education level. (Required) Master's Degree Business administration, hospital administration, public administration or other related field preferred. (Preferred)
Minimum Work Experience 5 years Combination of Progressive Pre and Post Award Grants Administration Experience and/or Management of Clinical Research Administration for both pre and post award. Higher education may be substituted for years of work experience. (Required) 1 year At least one year of supervisory experience is preferred. (Preferred)

Demonstrated knowledge of federal regulations and policy related to Clinical and Grant Research Administration, including but not limited to the Uniform Guidance, Cost Accounting Standards, Federal Acquisition Regulations, and major Federal funding agency guidelines.

Responsible Conduct of Research
- Ensures compliance with standards for the responsible conduct of research
- Plans, conducts, and manages research projects within the federal and institutional regulations and policies under the direction of the principal investigator

Management of Business Office
- Responsible for training and development of their assigned GFAs,
- Acts as a liaison between Grants and Finance Administrators and faculty when necessary
- Ensures that faculty at all levels are meeting grant and contract policies and that grant administrative deliverables are accomplished in a timely and accurate way.
- Leads, motivates, develops, and trains others as needed.
- Assists as needed with audits.
- Ensures that all research remains in compliance with federal, state, local, and institutional regulations and policies.
- Effectively plans, delegates and or supervises the work of others including management of time and attendance.
Development of Policies
- Identifies and implements processes to improve daily operations for their staff
- Develops policies, standard operating procedures, and job aids guided by all applicable regulations and policies and enforces that they are being followed.
- Creates internal guidelines to enhance compliance with Children's National and sponsor regulations
Budget and Finance Management
- Manages the center's finances and action taken to make corrections as needed such as clearing suspense, budget errors, etc.
- Identifies faculty with financial difficulties and provides recommendations to leadership
- Ensures that monthly financial information is provided to faculty
- Works with the center director to implement financial plans, analysis, and recommends adjustments where appropriate.
- Completes of Center reports as needed.
- Ensures that budgets are drafted and finalized within appropriate timelines and follows all grant and clinical research regulations, including but not limited to salary caps, correct calculation of indirect costs, ensure completion of coverage analysis, correct calculation of patient care, clinical trial effort transfers, etc.
Research Administrative Support
- Manages, supervises, and mentors a team of assigned analysts and GFAs providing business and financial management support services to center, department, or the institution.
- Responds to inquiries for interpretation, monitoring, and analysis regarding operating policies and procedures.
- Ensures accuracy of reporting, including effort reporting and work with appropriate personnel to make changes as needed.
Clinical Research Administrative Support
- Ensures that coverage analysis is complete for all studies that have a patient care component, regardless of sponsor.
- Ensures that all study administrative charges and pass throughs are complete accurately and timely.
- Ensures that clinical staff are compensated accordingly whether through traditional allocations on cost reimbursable awards or via Clinical Trial Effort transfers on fixed and per patient awards.
- Works with staff and faculty to determine correct payments and ensure that they are received and posted properly.
- Ensures that clinical research budgets are completed timely and accurately and review them within final industry contracts to ensure they are correct.
