TITLE Supervisor, Parking Enforcement JOB SUMMARY Supervises parking attendants and parking enforcement operations, and coordinates parking services and related outreach activities, in support of University parking enforcement activities. Supervises day-to-day operations of parking enforcement functions including work assignments, quality control, processes, and staffing. Develops plans for special events which may include re-designation or re-allocation of parking space, placement of special needs parking, and signage. Collaborate with campus departments to determine the impact of construction projects on campus traffic and parking facilities. Work to resolve conflicts that arise with parking and traffic conditions. Monitor trends, propose necessary policy modifications, and provides strategic planning input. Collects and utilizes related data to improve operations and processes. Will oversee evening shuttle services. Work is performed under general supervision and performance evaluation is based upon completion of assignments and results obtained. The performance evaluation is conducted through the performance evaluation system and in accordance with the University Policies & Procedures. ORGANIZATIONAL RELATIONSHIPS Reports to: Director, Parking Services Supervises: Parking Enforcement Agents and Student Assistants ESSENTIAL DUTIES - May include, but not limited to the following: * Provides guidance and supervision to subordinates. * Develops and conducts staff training programs. * Enforces parking rules and regulations. * Monitors uploads of citation records between hand-held unit and the Parking Management System. * Coordinates the organization, staffing, and operational activities of the parking enforcement team including enforcement of parking regulations. * Provides management with necessary reports. * Establishes job standards for subordinate staff and effectively evaluates staff under charge. * Recommends and assists in the implementation of goals and objectives. * Establishes schedules for all shifts and methods for providing parking regulation. * Provides and coordinates staff training; works with employees to correct deficiencies. * Meets with staff to identify and resolve problems; assigns work activities and projects; monitors workflow. * Identifies opportunities for improving service delivery methods and procedures; reviews with appropriate management staff; implements improvements. * Stays abreast of new trends and innovations in the field of parking enforcement. * Leads in identifying and booting or towing vehicles. * Addresses questions and/or problems that may arise during all shifts. * Issues parking citations. * Patrols parking lots and parking structures and reports the existence of hazardous conditions. * Responsible for establishing job standards for subordinate staff and effectively evaluating staff under charge. The performance evaluation is conducted through the performance evaluation system and in accordance with the University Policies & Procedures. ADDITIONAL DUTIES * Performs other duties as requested. EDUCATION A high school diploma or equivalent is required. Some college coursework is preferred. EXPERIENCE Four years of experience including supervision REQUIREMENT Regular and reliable attendance at the University during regular scheduled days and work hours is an essential function of this position. KNOWLEDGE, SKILLS, AND ABILITIES - The following are essential: * Working knowledge of office practices and methods. * Knowledge of the Texas Motor Vehicle code, Texas Education Code, and pertinent local laws, codes, and regulations as it relates to non-moving traffic violations. * Ability to coordinate work with other employees, providing direct instruction or supervision as assigned. * Ability to organize work effectively, conceptualize and prioritize objectives and exercise independent judgment based on an understanding of organizational policies and activities. * Ability to establish and maintain effective work relationships with students, faculty, staff, and the public. * Ability to communicate effectively orally, by phone, in person, and writing. * Ability to represent the department and University in a friendly, courteous, and professional manner. * Ability to interpret and explain University parking policies and procedures. * Ability to maintain reasonable and predictable attendance. * Ability to attend meetings and functions before and after regularly scheduled work hours. * Ability to observe, assess, and record hazardous conditions in parking areas. * Ability to resolve difficult or stressful customer service issues. * Ability to use a personal computer and other office equipment, including related university software and email. PHYSICAL DEMANDS The physical demands described in the Essential Duties and below are representative of those that must be met by an employee to successfully perform the essential duties of this job.
