Responsible for the Treasury and Capital Projects functions and leads and provides guidance and instruction to accounting team. Provides operational and programmatic support to Finance. Oversees budgets and other financial areas of Capital Projects. Plans and directs debt issuance processes. Performs a variety of complex technical and analytical work in the areas of accounting and budget including governmental accounting, project accounting, and budgetary control.
Essential Functions
- Manages the Treasury and Capital Projects functions.
- Works with a team of Financial Analysts and other Accounting staff whose functions relates to Treasury and Capital Projects transactions. Provides training and instruction as needed.
Debt Service:
- Plans and directs all aspects of debt issuance processes. Ensures that City Schools follows federal regulations relating to tax exempt debt and coordinates related communications with the IRS.
- Prepares financial reports required by management and regulators, and assures financial compliance with city, state, and federal requirements.
- Responsible for producing the year end debt reports and audit schedules, and related amounts reported in the annual financial statements and the Comprehensive Annual Financial Report (CAFR).
- Recommends Policy and Administrative Regulations updates relating to the Debt Policy; monitors adherence to Debt Policy.
- Coordinates Voluntary Closing Agreement Program (V-CAP) filing with Bond Counsel and the Internal Revenue Service.
- Prepares and monitors the Debt Service Budget and the Debt Service expense forecasting model.
- Prepares forecasting models for the 10 Year Capital Construction Plan.
- Assists the 21st Century Financing Team on financing and other related items. Oversees treasury management functions including cash management and bank reconciliations.
Treasury Functions:
- Coordinates all aspects of the general banking relationship.
- Schedules wire transfers to comply with City Schools' requirements, monitors and approves wire transfers.
- Responsible for reconciling the main City Schools' bank accounts, including the collections account, the Controlled Pay account, the disbursements account, and the payroll account.
- Reviews all revenue and expense items which flow through these bank accounts.
- Monitors and reviews activity in the Debt Service Accounts and Investment Accounts to comply with City Schools' policy.
- Provides first level review and approval of Debt Service and Investment Account reconciliations.
- Primary staff member responsible for gathering the information for the CAFR and for submitting the City Schools CAFR by the due date each year to EMMA, GFOA and ASBO for their review to meet the requirements of the Certificates.
- Primary contact for resolution of any banking issues or concerns.
- Responsible for submitting semiannual requests to US treasury for reimbursement related to bonds in a timely manner.
- Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board's policies and the professional standards.
Capital Projects:
- Oversees Capital Project development of state and local budgets.
- Reviews Capital Project contracts.
- Oversees processing of capital requisitions and invoices.
- Provides training and oversight in all aspects of Capital Project processes.
Accounting Functions:
- Primary Finance contact for School Activity Funds; responsible for recommending Policy and Administrative Regulation updates, developing School Activity Fund training materials and conducting monthly classes, monitoring Accounting staff in School Activity Fund process, helping Principals and school staff in resolution of issues with the School Activity Funds, provides reporting functions for School Activity Fund activities.
- Provides first level review and approval of journal entries for posting to the general ledger.
- Oversees recording of payroll related journal entries to appropriate City Schools accounts, including benefits allocation, monthly accruals, and year-end accruals to ensure compliance with auditing standards.
- Responsible for coordinating the monthly closings for the general ledger and the subledgers.
- Prepares various journal entries along with supporting documentation in support of year-end closing.
- Works with the accounting staff in the preparation of the annual financial statements to ensure compliance with state regulations Code of Maryland regulations (COMAR) and with the Government Accounting Standard Board (GASB) and Governmental Accounting, Auditing, and Financial Reporting Standards (GAAFR) requirements, the preparation of the Comprehensive Annual Financial Report (CAFR) to ensure compliance with the Government Accounting Standard Board (GASB) and Governmental Accounting Auditing and Financial Reporting Standards (GAAFR) requirements for submission to the Government Finance Officers Association (GFOA) and the Association of School Business Officers (ASBO) for their Certificates of Achievement related to Financial Reporting, and the annual Financial Report (AFR) to the Maryland State Department of Education for compliance with COMAR.
- Coordinates and assists City Schools' personnel with management plans for specific budget and expenditure allocations.
- Supervises projects and project teams as assigned by the Director of Accounting.
Financial analysis:
- Develops, recommends, and interprets the application of financial and budgetary policies, regulations, and procedures.
- Audits and analyzes accounts and prepares reports on various phases of fiscal activities by compiling, computing, and comparing figures of various accounts as requested
- Initiates, completes, evaluates and validates a variety of State, local and federal reports and financial statements.
- Analyzes financial and budgetary statements; identifies trends and concerns with recommended solutions.
- Analyzes and evaluates existing manual and automated financial system design, computer-generated financial reports and other automated programs integrated with the primary financial system for redesign, modification, and/or modernization.
- Prepares special financial reports and statistical analyses as directed including cash flow, legality of expenditures and budget procedures.
- Develops and maintains comprehensive statistical data and prepares periodic budgetary reports and statements.
- Functions as a financial manager/advisor for City Schools departments.
- Prepares and delivers detailed written and oral reports and presentations, including graphics as appropriate.
- Monitors compliance with legislation and other legal requirements throughout the budget cycle.

Desired Qualifications
- Bachelor's degree in Business Administration with an Accounting major/main area of concentration in Accounting. Master's degree preferred. Degree must be from an accredited college or institution.
- CPA required.
- Seven years' experience in Accounting required, including specific experience using Oracle Financials or other comparable ERP system which demonstrates a thorough knowledge of ERP systems with experience in General Ledger, Accounts Receivable.
- Ten years' experience in Treasury function required.
- Thorough knowledge of accounting and routine auditing practices and procedures.
- Thorough knowledge of current business practices, procedures, theory and analysis techniques.
- Thorough knowledge of funding and accounting systems at City Schools or comparable school system ERP.
- Thorough knowledge of financial and budget analysis.
- Effective verbal and written communication and presentation skills.
- Effective organization and leadership skills.
- Demonstrated skill in preparing clear, concise and comprehensive reports and recommendations and presenting accounting and budgeting principles and concepts to non-financial managers.

- Ability to establish and maintain effective working relationships with City Schools' personnel and external agencies.
- Proficient in the use of technical computer applications, including Microsoft Office Professional Suite, particularly Excel.
