Budget Specialist

We are seeking a Budget Specialistfor a full-time position in University Student Services (USS) responsible for coordinating departmental procurement activities for administrative and operational offices within the USS division. The role will work closely with departmental leaders, who provide services directly and indirectly to students, USS staff, and their supporting finance partners. This position reports to the Director of Operations and Administration within the University Student Services Division Business Office.

Specific Duties & Responsibilities


Procurement & Budget Responsibilities

  • Serve as the subject matter expert on JHU's enterprise resource planning (ERP) system's purchasing module and the University's financial and purchasing policies for USS division.
  • Create purchase orders for goods, services, and equipment needed by USS departments.
  • Assist USS departments with purchase order processes and policies.
  • Complete new vendor profiles and update information in JHU's ERP system as needed.
  • Create online payment requests to ensure open invoices are paid.
  • Contact vendors to investigate and resolve any payment delays.
  • Maintain appropriate budget records and files.
  • Ensure compliance with JHU and federal purchasing policies, determining allowability and allocability of expenses to sponsored or non-sponsored budgets and determining allocations based on effort when applicable.
  • Process daily transactions related to the administration and operations of USS departments (e.g., online check requests, non-payroll cost transfers, travel and expense reimbursements, petty cash transactions, shopping carts, and Pcard transactions) where needed.

  • Exceptional organizational skills.
  • Ability to exercise a high level of independent judgment, initiative, and creativity without input from a supervisor.
  • Excellent communication skills, both verbal and written.
  • Ability to exchange routine and non-routine information using tact and persuasion as appropriate.


Minimum Qualifications
  • High School Diploma/GED.
  • Three years of related administrative and/or budget experience
  • Related coursework at the college level may substitute for experience to the extent permitted by the JHU equivalency formula.


Preferred Qualifications
  • Bachelor's Degree in a Business-related field.
  • Experience in a university setting is highly desirable.
  • Experience with SAP preferred.
  • Experience working with diverse clients and constituents is preferred.

Role/Level/Range: ATO 37.5/02/OE
Starting Salary Range: $18.20 - $33.90 HRLY ($50,000 targeted; Commensurate with experience)
