The Johns Hopkins Center for Health Security at the Bloomberg School of Public Health works to protect people's health from epidemics and disasters and ensure that communities are resilient to major challenges. We examine how scientific and technological innovations can strengthen health security. We study the policies, organizations, systems, and tools to prevent and respond to outbreaks and public health crises. We advance policies and practice to address a range of challenges, including the global rise in emerging infectious diseases, a continued risk of pandemic flu, major natural disasters, our dependence on vulnerable infrastructure, and the potential for biological threats. The Center is hiring a Sr. Grants & Contracts Analyst (Sr. GCA) to provide primary financial support to Center for Outbreak Response Innovation (CORI) which was established though a five-year, $25 million cooperative agreement from the Centers for Disease Control and Prevention's Center for Forecasting and Outbreak Analytics. CORI's goals are to establish large-scale partnerships with traditional and nontraditional public health stakeholders across the country, as well as train public health students, practitioners, and modelers to use modeling and analytics tools for the full spectrum of epidemic responses and will require complex and organized post-award management. As a Center experiencing dramatic growth, CORI expects to have a large volume of pre-award activity. This role will serve as the lead Grants & Contracts position with CORI. The ideal candidate for this position will have a demonstrated track record of independently managing complex grants and contracts with high levels of compliance and engagement from the sponsor, expert knowledge of the sponsored projects lifecycle at an academic research institution, and be confident in their ability to serve as an advisor to PIs and other key Center personnel on matters related to proposal preparation, submission, budget development, account maintenance and oversight, billing/invoicing, reporting, compliance, and closeout. Position Overview The Sr. GCA will provide dedicated professional level sponsored funds management with specific responsibility for pre-award and post-award functions that include, but may not be limited to proposal preparation, submission, budget development, account maintenance and oversight, billing/invoicing, reporting, compliance, and closeout. Works independently on a variety of grants/contracts that range from simple to highly complex. While this role may assist with some aspects of non-sponsored funds, the primary goal of this position is to ensure timely, effective and efficient functioning of sponsored funding. This is an exempt position. Job Scope/Complexity: This position works independently on a variety of complex level grants/contracts, including those from CDC and private partners. These grants, contracts and awards may involve highly detailed budgets, multiple projects, Cores and Subawards, Investigator-initiated, and higher complexity Foundation grants. May also work directly with management of non-sponsored funds, including general funds and gifts, on a limited basis. The position involves the ability to work in a consultative manner with Principal Investigator (PI) and/or senior/management level grants & contract professionals on increasingly more complex grants/contracts. Additionally, the position requires the ability to provide expert professional administrative level guidance on protocols, regulations and guidelines to PI and other scientific/research professionals within the department. The position may interact with external research/administrative professionals. Types of sponsored awards for which the position is responsible: This role functions at an advanced level, with responsibility for independent management of a large, complex, federal cooperative agreement with multiple subawards to both educational and corporate entities. There is also the expectation to provide prompt and accurate proposal development assistance to Sr. and Junior level faculty who will submit proposals on a regular basis to a variety of funding sources including but not limited to CDC, NSF, DoD, NIH, and foundational partners.
