Description

The Procurement Manager will work on the Government Initiatives for Federal Contracts team and will lead the purchasing and procurement activities under federal contracts, ensuring full compliance with FAR Part 15 requirements. This role involves preparing Requests for Proposals (RFPs), obtaining and evaluating bids, and executing purchase orders. The Procurement Manager will work closely with business units throughout the procurement lifecycle, ensuring all stages-from initial requirements gathering to the closeout of purchase orders-are meticulously documented and managed.

Requirements

Purchasing and Procurement Management:

  • Conduct procurement activities in accordance with FAR Part 15, including preparing RFPs, soliciting and evaluating bids, and executing purchase orders.
  • Liaise with various business units to ensure procurement requirements are clearly understood and met throughout the process.
  • Manage cradle-to-grave procurement processes, including documenting each stage, managing decision gates, and ensuring the proper closeout of purchase orders.

Supplier and Subcontractor Engagement:

  • Identify, evaluate, and select suppliers and subcontractors capable of meeting the requirements of federal contracts.
  • Negotiate terms and conditions with suppliers to achieve the best value while ensuring compliance with federal regulations.
  • Subcontractor management to include maintaining a live file for all outstanding purchases, lead times, contract period of performance dates, invoice tracking, change orders, etc.

Compliance and Documentation:

  • Ensure all procurement activities are fully compliant with FAR Part 15 and other applicable regulations.
  • Maintain detailed documentation throughout the procurement process, including RFPs, bid evaluations, purchase orders, and contract closeouts to build full procurement packages ready for reimbursement from the prime contract.

Cross-functional Collaboration:

  • Work closely with internal departments to align procurement activities with overall business objectives and contractual obligations.
  • Provide regular updates and reports to stakeholders on the status of procurement activities and any potential risks or issues.

Process Improvement:

  • Continuously assess and improve procurement processes to enhance efficiency, compliance, and transparency.
  • Implement best practices in procurement management and explore opportunities for cost savings and process optimization.

Qualifications:

Education:

Bachelor's degree in supply chain management, business administration, or a related field or relevant certification (e.g., CFCM, CPCM, CPSM) is preferred.

Experience:

Minimum of 5-10 years of experience in procurement, with at least 5 years in federal contracting. Experience with FAR Part 15 and managing cradle-to-grave procurement processes is essential.

Skills:

  • Strong understanding of FAR Part 15 requirements and federal procurement regulations.
  • Experience in preparing RFPs, evaluating bids, and executing purchase orders in a government contracting environment.
  • Excellent documentation and process management skills.
  • Proficiency in procurement and contract management software.
  • Strong analytical, negotiation, and decision-making skills.

Other Requirements:

  • Ability to work effectively under pressure and manage multiple priorities.
  • Familiarity with DCAA audit processes and compliance requirements.
  • Experience in pharmaceuticals is preferred, not required.
