The Program Officer for Children and Family Services will provide coordination of a continuum of programs to ensure holistic, culturally competent services for unaccompanied refugee and migrant children and their families. This position acts as a liaison between Global Refuge partner organizations, the advocacy community, Global Refuge, and federal UC stakeholders. This position ensures the effectiveness and quality of services through supportive program management, monitoring, data management, trend analysis and evaluation, training, and technical assistance. This position involves close collaboration with the Vice President, Directors, and Deputy Directors to identify trends, and opportunities to enhance program services, advance the department's advocacy agenda, and implement recommendations for effective quality service delivery of UC and URM programs and international programs.

DUTIES



  • Support collaboration efforts with Foster Care, Family Reunification, International Programs, legal services providers, and other partners engaged in service provision to unaccompanied and refugee children.
  • Conduct research, as assigned, on a variety of legal and policy issues pertaining to migrant children and their families.
  • Assist with non-litigation advocacy, including developing responses to notices of federal rulemaking and other policy changes, FOIA requests, affidavits, advocacy materials, and educational campaigns.
  • Coordinate and assist with the facilitation of strategy and stakeholder meetings.
  • Conduct cross-departmental data collection, analysis, and distribution
  • Provide and assist with project management and oversight of federal, state, and contract proposals.
  • Assist with the writing of various governmental reports and proposals
  • Coordinate regular effective collaboration with Global refuge partners, federal funders, Voluntary Agencies, NGOs, and other key stakeholders who are engaged in service provision to unaccompanied migrant and refugee children.
  • Assist the VP and Directors by ensuring coordination, collaboration, and information sharing on major developments, trends, activities, and initiatives are communicated effectively and efficiently.
  • Conduct research and prepare briefings for the VP's Office
  • Create presentation materials for the VP and Directors
  • Represent Global Refuge Children's Services at assigned external meetings, trainings, conferences, or groups.
  • Engagement in agency-wide activities and initiatives including all-staff meetings, working groups or task forces, and implementation of strategic initiatives.
  • Other duties as assigned by supervisor.


QUALIFICATIONS



  • Master's Degree in Social Work or other behavioral science with at least three years of professional work experience highly preferred or an equivalent combination of education and experience, such as a bachelor's degree in social work with at least five years of experience
  • Demonstrated ability to work within a team and independently to establish priorities and exercise sound judgment in response to systems that are highly complex, sensitive, and confidential.
  • Demonstrated ability to develop and manage collaborative partnerships across various systems.
  • Experience in program development, administration, and budget oversight.
  • Demonstrated experience in providing training and technical assistance to internal staff and external partners.
  • Experience and knowledge of legal and political issues related to immigration and child welfare.
  • Experience in nonprofit governance, administration, grants management, and compliance.
  • Bilingual in Spanish and English preferred.
  • A valid driver's license and the ability to drive unrestricted are required.
  • Able and willing to travel 25% of annual time.
  • Proficiency in Microsoft Office applications.


Special Requirements



  • Must be willing and able to clear a criminal background check.
  • Must be willing and able to request and clear Child Abuse and Neglect background checks in all states lived within the previous 5 years, updated as required.
  • Must obtain a negative TB Test yearly.
  • Must be willing and able to obtain an FBI fingerprint check every 5 years.
  • Spanish language fluency is required/preferred.
  • Must have a valid driver's license and MVA check free of major infractions for the last 7 years.
