Provide comprehensive Program Analyst Support to the In-Service Aircraft Carriers Program Office, RCOH Team in their management area of responsibility. In support of the In-Service Aircraft Carrier Program Manager, the contractor shall provide support in the review of selected contract documents to gain an overall understanding of the project chronology and major issues. Review and evaluate REA and supporting documentation to develop a preliminary assessment of factualness.

As the PEO Aircraft Carriers Forensic Schedule Analyst (or Requests for Equitable Adjustment Analyst), the candidate shall;

  • Assemble, with the assistance of the Navy and a document control consultant, the documents needed for a critical examination and analysis.
  • Create issue files and individual timelines once each issue is understood. Search additional documents and interview key personnel to complete understanding of the important design, repair and testing issues and project significant events. Apply expert knowledge of program management issues to the analysis of alleged schedule delays and acceleration.
  • Review the original schedule and schedule updates to determine how contemporaneously believed the work would be completed. Prepare as-built schedules to identify how the project was actually implemented by execution contractor. Determine those activities delayed and/or accelerated that were critical to timely completion by comparing the as-planned to as-built schedules.
  • Analyze the RCOH schedule progress reporting to determine its accuracy and relevance to actual conditions. Identify periods of schedule delay and acceleration.
  • Determine to what extent major contract changes caused the schedule changes. Determine to what extent contractor performance issues caused the schedule changes.
  • Conduct a detailed manpower analysis keyed to the as-built schedule. Identify manpower loading, both planned and actual, for any given period of time. Identify manpower variance for schedule activities, and to the extent possible, why manpower variances occurred.
  • Determine the consequential cost and damages, if any, incurred as a result of the changes and alleged project delays.
  • Conduct site visits to contractor site to gain an understanding of the job cost system and how these costs are related to REA's.
  • Provide expert opinions as to the effects, if any, incurred by HII-NNS as a result of alleged Government-responsible delays.
  • Use computer-based scheduling programs with Critical Path Method analysis and resource/manpower loading capabilities to evaluate data.
  • Provide expert opinions as to the effect of various changes/FMRs and of actions of contractor and the Government on the schedule and manpower requirements on the project as a whole. Determine consequential costs and damages.
  • The contractor shall provide written and verbal support and testimony that meet the requirements of Federal Rules of Evidence 703 as Armed Services Board of Contract Appeals (ASBCA) and Court of Claims project management and scheduling qualified expert with inter-alia shipbuilding litigation experience.



Quali?cations:

Desired -

  • DoD experience.
  • NAVSEA PEO Aircraft Carriers experience a plus.
  • Aircraft Modernization knowledge or experience is a plus.
  • Active duty (retired) Navy or Shipyard experience is a plus.
  • Masters Degree in related field of study



Required -

  • + 7 years of related or applicable professional experience
  • Bachelor's degree in related field of study.
  • Ability to interface e?ciently with team members and technical leads.
  • Possesses an active DoD Secret Clearance.
  • Highly proficient in Microsoft Office Word, Excel, PowerPoint, and Teams.
  • Must have good written communication, interpersonal, problem solving, analytical, detail-oriented, and mathematical and organization skills.
