Job Summary
The Outpatient Surgery Administrator is responsible for the leadership and administration of all aspects of the operating functions, processes and staff oversight for Perioperative Services in the 48X Outpatient Surgery Center and the Same Day Surgery Center and the Pre-Anesthesia Clinic. The Administrator is accountable for efficient services that exceed customer expectations and improve clinical and financial performance. MGR234
The Outpatient Surgery Administrator works in a collaborative triad role with the Clinical Director of Hospital Operations and the Director of Business Operations for Perioperative Services to meet divisional, organizational and strategic objectives. The Administrator also works in a dyad partnership with the Medical Director over outpatient services, and reports to the Executive Director of Perioperative Services. The Administrator actively consults with the Perioperative Services Clinical Director of Hospital Operations, the Executive Director of Perioperative Services and the Chief Nursing Executive for specific nursing related matters.
The Administrator is responsible for the management and administration of all facets of the clinical operations including federal/state regulatory compliance requirements. The Outpatient Surgery Administrator is a seasoned leader who partners with Perioperative Services Division Leadership, Hospital leadership and Ambulatory Services leadership to optimize patient experience.
Responsibilities include the oversight of the following areas in the 48X Complex: 14 Operating Rooms (ORs), 2 Procedure Rooms, 59 pre and post-operative bays (Post Anesthesia Care Unit or PACU), the Extended Stay Unit (ESU) with 14 beds, and the Sterile Processing Department. Responsibilities also include oversight of 4 Operating Rooms and 12 PACU bays in the Same Day Surgery Center (SDSC), and the Pre-Anesthesia Clinic (PAC). The Administrator collaborates closely with the Medical Directors and the manager over PAC. The Administrator will actively participate with the other Perioperative Directors in the strategic planning for perioperative expansion, such as the planned the new hospital bed tower.
The ideal candidate should demonstrate both a collaborative mindset with a process improvement skill set and be able to optimize existing outpatient Perioperative Services within a progressive academic healthcare system. Apply By Date: Friday, November 15, 2024 at 11:59pm Minimum Qualifications
- Master's degree in related field
- 5 years progressive leadership in the Perioperative or related setting
- 5 - 10 years in progressive leadership experience in the Perioperative or related setting, including management of an ambulatory or outpatient surgical center or similar.
- Knowledge of electronic health records and applicable software and IT tools.
- Ability to understand and respond to academic research requirements within the clinical setting and to reconcile potential conicts these requirements may have with clinical activities.
- Ability to understand health care issues within a broad perspective, and to apply these issues to the clinical setting.
- Ability to understand and implement the requirements of providing patient care within a highly regulated and consistently changing environment.
- Planning problem solving, and critical thinking skills to anticipate, avert, or resolve issues of stang, scheduling, and task allocation. Ability to be exible to maintain continuity of programs while considering individual staff needs and goals.
- Ability to exercise authority and direct, motivate, and inspire others.
- Provide on-going staff development/mentoring and serve as a role model for all personnel.
- Knowledge of applicable union contracts and staff personnel policies and procedures.
- Ability to deal with highly condential and personnel matters.
- Ability to interface effectively and productively with all UCDH clinical sites, allied departments, the Betty Irene Moore School of Nursing, and School of Medicine.
- Ability to apply the principles of the California Nurse Practice Act, the California Board of Registered Nursing, California Board of Vocational Nursing & Psychiatry Technicians, and California medical assistant laws and regulations
- Experience with or knowledge of the Magnet Recognition Program.
- Knowledge of The Joint Commission standards and CA Title 22/24, and active participation in The Joint Commission survey. Ability to incorporate knowledge of the Joint Commission and Title 22 rules and regulations to assure that programs and operations in compliance.
- Personnel management skills to include developing position descriptions, recruiting, selecting, training, evaluations, and applying corrective action.
- Strong leadership and management skills to provide planning, coordination, and direction to departmental staff, and to propose innovative solutions to management problems; ability to rapidly resolve complex clinic/resource issues.
- Excellent organizational skills to determine workload priorities to enable timely completion of tasks.
- This position involves interactions with faculty, UCDH administrative and clinical staff, health system executive staff, and campus leadership requiring the above excellent communication skills, political acumen, sensitivity, and tact.
- Excellent interpersonal and communication skills. Ability to express assertively, collaboratively, clearly, and concisely both orally and in writing. Ability to exercise tact and diplomacy in dealing with others to secure necessary information and cooperation from a variety of people.
- Planning skills to analyze program goals and objectives given current and potential health care trends, to make accurate short and long-term projections to establish program needs and resource requirements; and to advocate to secure potential sources of funds and revenues to meet those requirements.
- Ability to work effectively and independently under pressure with minimum direction.
- Ability to integrate the understanding of UCDH's mission, commitments, and projects within a service-oriented health care environment.
- Knowledge of regulations pertaining to health care services reimbursement and functional knowledge of clinical quality improvement initiatives and research process
- Knowledge of integrated delivery systems and demonstrated ability to work with physicians as the representative of a larger health care system.

- Advanced Lean Certification, FACHE, if nursing CNOR, NEA-BC

- Perioperative management experience including management of an outpatient surgical center or similar.

Department Overview UCDH Perioperative Services is currently comprised of 40 Operating Rooms (ORs), 1 Procedure Room with 129 Pre & Post-op Peri anesthesia Care bays ("PACU"), an Endoscopy Suite with 8 Procedure Rooms for GI Lab and Interventional Pulmonary procedures, a pre-anesthesia clinic (PREP), a business unit overseeing data analytics and Quality functions, and a Central Processing Unit (CPU) that supports Ambulatory Clinics, Durable Goods and endoscope reprocessing. There are 4 sites for the ORs and PACUs (Pavilion, Children's, University Tower and the Same Day Surgery Center).Under construction is the 48 X Ambulatory Surgery Center and a new patient bed tower with 12 multi-use hybrid ORs and a Central Sterile Processing expansion.This position works in a highly collaborative model with other Perioperative Directors and leaders to meet divisional, organizational, and strategic objectives.
