Sigma Defense is seeking someone with extensive experience in Navy and/or Defense training operations, policy, doctrine, systems, and staff procedures to support Commander, U.S. Fleet Forces Command (USFFC) as a Senior Functional Area Lead - CNSL Fleet Training Support in Norfolk, VA. The ideal candidate will have experience in Functional Area Management. As middle-level to upper-level supervisors, they have the primary on-site responsibility for successful accomplishment of the training requirement (i.e. live/synthetic training event, training assessments). They are the Contractor equivalent of the Government's Technical Assistants. Functional area leaders are responsible for ensuring contractor personnel have a clear understanding of the tasks, resources, capabilities, schedules, metrics, and desired end-state. While they do not necessarily have to be subject matter experts in all of the areas of their assigned tasks, they are expected to fill a supporting role, vice exclusively managing the Contractor work force. They are responsible for maintaining accurate records of resources required to complete tasks, and the daily status of their contractor workforce. This is a contingent position that is pending award of contract. This means that the position is subject to the successful awarding of a contract and will be confirmed once the contract is finalized. Requirements
- Experience analyzing Navy Surface Ship training requirements to include expert knowledge and ability to use FLTMPS.
- Knowledge of USFF OFRP Fg and Fd requirements.
- Knowledge of resources necessary to execute requirements of the SFRTM.
- Minimum of 8 years in the following:
- Technical Lead, Program Lead, or Project Lead and subject matter expert for respective task requirements (e.g. Academics, Warfare Area(s), Synthetic, Live, or Joint Training).
- Master Scenario Event List (MSEL) development and execution processes.
- Tactical/operational planning, synthetic /live training exercises/ event execution, lessons learned and after-action reporting.
- Conducting fleet training analysis/assessment to identify gaps, training needs and solutions.
- Developing exercise/event timelines with required deliverables.
- Engaging Senior Staff at the Flag Officer/Director/Manager level.
- Adapting to a fast-paced, team-based environment and managing team performance.
- Managing and prioritizing large, complex projects/deliverables involving numerous stakeholders.
- Navy and/or Defense training operations, policy, doctrine, systems, and staff procedures.
- Public speaking and presentation skills.
- Handling multiple priorities and interruptions with minimal impact on productivity/deliverables.
- Team and/or project leader.
Education Requirements:
- Bachelor's Degree from an accredited college or university in an unspecified field of study.
- 10 years of experience is required if no degree is held.
- Joint Professional Military Education (JPME) Phase I or equivalent
Personnel Clearance Level:
- Candidate must possess or have the ability to obtain an active Secret security clearance.

Essential Job Duties (not all-inclusive): Support Tasks:
- Provide training and readiness support to the CNSL N7 Directorate for assigned Atlantic Fleet ships and LCS Crews.
- Provide training evaluation and analysis support to CNSL assisting in, but not limited to, documentation reviews and training requirements updates.
- Provide Subject Matter Expertise for modeling and simulation (M&S), synthetic training systems, embedded trainers and application of these various systems in executing SFRM requirements.
- Provide Subject Matter Expertise on the design, development and implementation of the Total Ship Training Capability (TSTC), to include the Battle Force Tactical Trainer (BFTT), Damage Control Training Management System (DCTMS), Engineering On-board Trainer (E OBT), and Naval Surface Fire Support Embedded Trainer (NSFS-ET).
- Assist with reviewing Training, Readiness and associated Manpower requirements of all Tier 1 and Tier 2 Mission Areas, maintaining data and analysis of individual ship training and certification completion.
- Monitor Naval tactical and training systems installation and fielding plan schedules and resultant impact on shipboard/crew training requirements.
- Assist with developing Fleet and Unit awards process, maintaining Fleet award database, and tracking Fleet/Unit award recipients.
- Coordinate with COMNAVSURFOR/COMNAVSURFPAC N7 counterparts to ensure alignment of all training and readiness processes and procedures.
- Assist with technical analysis and engineering support for all Unit Level Synthetic Training and training systems to include the execution of USFFC FST-U exercises, MITE and additional duties outlined in the SFRM.
- Collate LANT and PAC Fleet concerns on synthetic training issues and recommend solutions
- Review Training Project Plans and NTSPs, and deliver detailed written change recommendations and analyses of training impact.
- Assist in scheduling required Bridge Resource Management (BRM) and Junior Officer Ship handling training.
- Assist OPNAV, USFFC, NETC, TYCOMs, ATGs, SMWDC, Naval Sea Systems Command (NAVSEA), Naval Information Warfare Systems Command (NAVWARSYSCOM), Naval Supply Systems Command (NAVSUP), Naval Personnel Command (NPC), Naval Regional Maintenance Centers (NRMC), and other stakeholders identify Fleet Training issues critical to CNSL.
- Conduct comprehensive, in-depth analysis, reviews and assessments of data elements from across the Readiness Pillars to determine root causes of readiness gaps and develop recommendations, based on data driven analysis, to mitigate readiness gaps.
- Assist in development of readiness metrics and provide analysis to include data collection, analysis, and presentation of surface ship and Sailor training performance data.
- Provide FLTMPS, Corporate Enterprise Training Activity Resource Systems (CeTARs), and enterprise Navy Training Reservation System (eNTRs) trackers for schools and certification requirements.
- Provide monthly status updates of:
- Unit eligibility and annual award criteria for all CNSL subordinate units.
- Tomahawk Strike Manager NECs for CNSL subordinate units.
- Provide annual updates for the COMNAVSURFLANT/PAC Awards Instruction.
- Provide bi-weekly updates of:
- NSFS Training and Certification requirements.
- Surface Rescue Swimmer (SAR) Training and Certification requirements.
Salary Range: $80,000 - $100,000 annually.
