Moffatt & Nichol is actively looking for a Construction Support Lead Project Engineer to join our Honolulu office to work on a major Navy project. As part of the Construction Support Group, this position will provide full time onsite Project Engineer Services for NAVFAC and other local projects.

The Lead Project Engineer shall serve as the direct line to the Designers of Record for the projects and support the Quality Assurance (QA) efforts. In general, duties will include but not be limited to: timely construction submittal reviews, routing, and/or tracking; reviewing appropriate materials other than contract documents(test reports, diagrams, product submittals, schedules, etc.) related to precast concrete, concrete and other key structural systems, provide review of construction daily reports; and manage the Construction Support Assistant Project Engineers and Construction Support Engineers. The right candidate may be located on continental United States but will need to commit to a minimum of 2 years in Hawaii during the construction phase of the project.

Duties and responsibilities:

  • Responsible for construction oversight, scheduling of support efforts involving QA and design related site visits, manpower coverage during construction and, attending weekly Construction Quality Control and other meetings, handling, leading, and coordination of: submittal reviews, RFI responses, design changes, Construction Management Office (CMO) support meetings and phone conferences, preparing and delivering presentations, preparing construction and other project related reports, designation of Alternative LPE (ALPE) when unavailable
  • Must review and provide Quality Control review of all deliverables (less construction submittal reviews) and prepare field reports
  • Must have OSHA Construction and Safety training, EM 385-1-1 Safety Training, be a competent person for Confined Space and are subject to other project related safety training
  • May be required to serve as competent person trainer capable of providing training to onsite A/E personnel
  • Except for extenuating circumstances, LPE absence from the field office shall not exceed 30 continuous calendar days per 12-month period, 21 continuous calendar days per 6-month period, or 7 continuous calendar days per month. Coordinate all absences with the CMO.

Qualifications:

  • Bachelor's degree in Civil Engineering; Required
  • Master's Degree in Civil, Structural Engineering, or Construction Management degree, Preferred
  • Minimum of 10 years of experience in, or combination of; civil engineering design, project management, construction, and/or construction consultation; Required
  • PE in United States; Required
  • Experience with heavy construction including civil, structural, mechanical and/or electrical systems; Required
  • LPE shall have the ability to obtain a DBIDs and CIA pass; Required
  • OSHA Construction and Safety training, EM 385-1-1 Safety Training; Required
  • Training in Confined Space protocols and are subject to other project related safety training; Required
  • Experience on NAVFAC projects; highly preferred
  • Excellent verbal and written communication skills; poised and professional working with clients, subcontractors, and internal teams.
  • Academy of Coastal, Ocean, Port & Navigation Engineers (ACOPNE) certification in the Port Engineering category; preferred
  • Possession of or eligibility to obtain a Transportation Workers Identification Credential (TWIC)
  • Due to client requirements, selected candidate must consent to and a pass a post-off/pre-employment drug screening
  • All new hires will be required to successfully complete and pass a pre-employment (post offer) background check in compliance with NIST 800-171

Base salary range:

$125,000 to $165,000 based on years of experience, level of education obtained, professional registration, and meeting required qualification in job description.

Base salary range only applicable for candidates who will be hired and working in the Hawaii markets.

Working conditions:

Majority of work is office based. Some site visits may be required which may necessitate navigating unpaved or natural terrain while carrying equipment.
