POSITION SUMMARY: The IT Project Administrator reports to a Manager or Director within IT@JH and is responsible for coordination and oversight of one or more IT related projects within the constraints of scope, quality, time and cost to deliver specified requirements and meet customer satisfaction. The assigned projects will mainly consist of established or small to medium departmental level complexity.
Essential responsibilities include:
COORDINATE AND OVERSEE PROJECTS
* Coordinate or oversee IT related projects within the constraints of scope, quality, time and cost to meet the specified requirements to the satisfaction of the customer. This role would serve as the Technical subject matter expert to support various projects.
* Coordinate the people, work and resources involved.
* Recommend resources necessary to carry out the project.
* Gather information to plan, organize, direct, implement and evaluate requirements and tasks.
* Ensure all requirements and objectives are properly documented at project onset.
* Identify deviations from the plan
* Escalate decisions and unresolved issues.
* Identify technical gaps, and coordinate necessary training
* Serve as an escalation point for technical issues.
Update project documents and communication plans.
* Maintain project documents which may include scope documents, project plans, project charters and communication plans, within the established PMO process.
* Maintain issues list and coordinates the resolution.
* Effective use of PMO project management system.
COMMUNICATE EFFECTIVELY WITH ALL PROJECT PARTICIPANTS
* Understand project interdependencies and shared responsibilities for resource management
* Work proactively through facilitation and communication to minimize conflicts.
* Identify and communicate areas where resources allocation is not aligned with the need.
* Adapt to issues that have the potential to impact project milestone dates. Be prepared to communicate changes in plans to accommodate.
* Anticipate political sensitivities and communicate appropriately.
* Be flexible to accommodate changing climates both within and outside the organization.
* Provide project updates to team or workgroup, as needed.
COMPETENCIES:
A. Education:
BS degree preferably in Information Systems, Business Administration, Management or project management. Work experience may be substituted for degree where appropriate.
B. Knowledge:
* Requires basic knowledge and understanding of the interrelationships of enterprise infrastructure technologies and information systems applications.
* High level of understanding of the technologies and processes used in the client management
* Knowledge of health care preferred
C. Skills:
* Effective meeting management, presentation, time management and communication skills.
* Ability to plan, organize, direct, implement and evaluate processes to lead people and manage resources to achieve desired result.
* Must be goal oriented, pragmatic, self-disciplined, and organized with ability to facilitate, interact effectively with all levels of management.
* Ability to monitor and evaluate information, and to make necessary adjustments to procedures and program implementation.
* Awareness of need for timely communication, able to identify potential barriers and strategies.
* Ability to synthesize and integrate information, and to apply this knowledge to lead technical projects across the organization
D. Required Licensure, Certification, Etc.:
Project Management Certification or related experience is preferred.
Work Experience: Requires demonstrated 3 years IT experience or previous participation in IT projects
DIMENSIONS:
A. Budget Responsibility:
* Tracks and reports on budgets associated with projects and participates in the creation of budgets.
* Participates in the procurement process and identifies potential budget issues.
B. Authority/Decision Making Level:
* Tracks project status and collects data for decision support necessary to effectively manage scope, quality, timeframes and budget of projects.
* Assist in preparing business justification for project. Justification should include possible ROI or alignment with businesses strategic initiatives
C. Supervisory Responsibility:
* Coordinates activities of project team members.
PROBLEM SOLVING:
* Monitors and evaluates information, and makes necessary adjustments to procedures and program implementation.
* Identifies potential barriers and strategies, and synthesizes and integrates information.
* Participate in data gathering process for overall project justification
* Adapt to issues that have the potential to impact project milestone dates.
INFORMATION MANAGEMENT:
* Ability to organize, create and maintain documents and effectively communicate status of project to all levels of the organization.
* Prepare status reports, presentations appropriate for various levels of management and staff
* Utilize infrastructure management tools and technologies.
WORKING CONDITIONS:
* Works in a "normal" office/home environment where there are no physical discomforts due to dust, dirt, noise, and the like.
* Must be willing and able to work in health care environment.
* Some local travel may be necessary.
