Overview
We are seeking a Project Manager/FERC Specialist to join our Planning, Permitting and Licensing practice within the Southeast (Houston, TX, Baton Rouge, LA, OR Norcross, GA).
Responsibilities
- The main focus of this role is to support a growing Federal Energy Regulatory Commission (FERC) practice as a Project Manager. Responsible for managing environmental reports and complex field and desktop assessments for 7c/b traditional and pre-filing projects, blanket prior notices, as well as permitting for natural gas operation and maintenance projects.
- Attend technical conferences, showcase our services, enhance TRC's brand, engage with clients, and represent OneTRC.
- Have a significant role in maintaining quality and profitability on TRC's projects, as well as assisting with managing and developing the skillsets of Project Managers and other employees.
- Budget, scope, and schedule development, monitoring and adherence for tasks and projects managed.
- Lead FERC and other oil and gas/energy transition midstream solicitation requests working with technical teams, operations, and market directors.
- Successfully manage medium to large-scale, often multi-disciplinary projects and maintain productive working relationships with clients.
- Lead applicant prepared and/or third-party environmental planning pertaining to National Environmental Policy Act (NEPA) to meet requirements/regulations to facilitate advancement of the design or construction of projects including preparation of Environmental Assessments and Environmental Impact Statements.
- Lead permitting efforts with the U.S. Army Corps of Engineers (USACE) wetland/stream delineations, Clean Water Act (CWA) Section 404 permitting and Endangered Species Act (ESA) threatened and endangered species habitat assessments.
- Lead state and local permitting efforts.
- Mentor and coach staff on technical delivery, quality, and project financials.
- This individual will be responsible for selling environmental planning and permitting services for midstream oil and gas clients. When feasible, this individual should look to sell all of TRC's Sector Services, e.g., Environmental, Power, Infrastructure, and Field Services (known as "OneTRC").
- An average of 25% of work time could account for out-of-town traveling.
Qualifications
- Bachelor of Science/Arts degree in biology or a related field (i.e., ecology, wildlife biology, aquatic biology, botany, zoology, environmental science, natural resources management).
- 8 to 15 years of experience performing and managing the environmental planning, permitting, and licensing projects with a focus on oil and gas midstream permitting including FERC projects.
- Possess strong verbal, written, presentation and excellent client management skills; demonstrated ability leading and managing complex projects; as well as being goal oriented, quality focused, and have demonstrated success with creating and fostering a team environment.
- Local regulatory experience in the Southeast with USACE, USFWS, State Wildlife and Natural Resource Agencies, and Local Governments.
- NEPA experience completing Environmental Assessments and/or Environmental Impact Statements.
- The successful candidate must provide demonstrated experience being a primary author on natural resources reports for a variety of agencies and project types/sizes.
- A strong understanding midstream oil and gas market is required.
- Proven track record with business development, business management and oversight of regional businesses.
- Experience managing cross disciplinary scientific and engineering teams and front-end project development projects.

Preferred Qualifications:
- Masters of Science or Masters of Business Administration Degree preferred.
- 15+ years of experience.
- Experience with Energy Transition (Hydrogen, CCUS, Wind, Solar, etc.) projects.
- Direct experience managing complex Environmental Reports for FERC regulated long distance pipeline projects.

Compensation: In accordance with local law, the below salary range is applicable for the job and location associated with this requisition. Compensation will vary based upon experience, education, skill level, geographical location, and other compensable factors. Other Compensation: Employee may be eligible for participation in the Company's annual Discretionary Bonus Program which is contingent on Company, Business Segment, and Individual performance against Key Performance Indicators which vary by year and employee.

Salary Range
USD $106,061.00 - USD $145,018.00 /Yr.
